The DSS Accountability Office (DSS-AO) is responsible for protecting the integrity of social services programs administered by the New York City Department of Social Services (DSS) and ensuring that DSS complies with all statutory regulatory and contractual standards.
OQA & FI ensures the integrity efficiency and regulatory compliance of Agency operations advising programs of potential risks and vulnerabilities. They also ensure FIA programs such as Food Stamps Cash Assistance and Medicaid operate with a high level of accuracy and integrity monitoring these programs to find potential threats to integrity ensuring compliance and adherence to best practices and relevant policies while staying abreast of legal and federal state and city regulatory requirements.
OQA& FI is recruiting for one (1) Associate Staff Analyst who will function as a Program Integrity Analyst who will:
-Complete monthly reports for CA and NCA SNAP based on the Enhanced Quality Assurance System (EQAS) audits. Utilize program databases to collect and provide statistical and other quantitative data employing standard data collection to produce summary descriptive and projective results on SNAP error rates for agency decision-making.
-Prepare periodic trend analysis on State Quality Control case and payment error rates and Case and Processing Error Rate (CAPER) error rates by using various research methodologies to collect quality control data. Ensure that official Federal and State error findings are based on accurate and complete information. Prepare comprehensive statistical and analytical reports. Distribute the reports to appropriate agency heads of department for reference and managerial decision.
-Provide analyses of the major SNAP error trends and identify causal factors within error elements to provide center regional or city-wide error analyses that is used to develop error correction plans. Maintain consistency and integrity of data collection by assessing the accuracy validity and integrity of reports and information provided to HRA/Family Independence Administration. Ensure that the operational goals are being met successfully.
-Provide analytical assistance in the areas of data reporting and data analysis for special projects created and designed to enhance the operational and administrative activities of the office regarding program accountability and integrity.
-Oversee and coordinate the staff development and instructions for program staff who conduct SNAP quality control audits. Instruct staff using the SNAP Source book and USDA Food and Nutrition Service (FNS) Handbook. Ensure that modules and instructional material are based on Federal/State QC regulations and guidelines. Provide instructions on case record reviews incorporating the Paperless Office System (POS) Welfare Management System (WMS) and local policy and procedures regarding SNAP.
-Provide technical assistance in program planning performing detailed analysis of the workflow patterns on a given unit to determine optimal efficiency of operations. Conduct administrative studies on processes by researching and developing innovative methods of data mining that will identify integrity and makes recommendations based on corrective action plans within prescribed timeframes.
-Research Federal/State and City procedures to interpret or provide clarification and guidance on policy to program staff. Develop curriculum assess and evaluate effectiveness of OQ staff development programs to improve quality of work increase productivity and meet management goals.

Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration public health human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management or in a related area; or
2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in 1 above.
associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in 1 above.
4. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in 1 above.
5.A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma and at least one year of experience as described in 1 above.
