Summary
Environmental Engineering discipline uses principles of engineering physical sciences chemistry mathematics and biology to design and implement solutions to reduce and minimize impact on the environment from the Authoritys operation. This includes air pollution control water and wastewater treatment waste treatment and oil pollution control and countermeasures and remediation. Major responsibilities include permitting data analysis inspections and monitoring of systems designed to protect the environment and preparation of plans and reports certifying compliance with permit conditions and laws and regulations to regulatory agencies.
Responsibilities
- Responsible for committing the Authority to action through the acquisition of construction and operating permits permit renewals and facility licenses as well as preparation of important compliance filings for significant facilities that make a profound contribution to the Authority financial health and mission accomplishment.
- Execute all necessary steps to ensure that the Authority meets its Commitment to the Environment.
- Perform and provide expertise in analysis of Authority owned and operated assets and projects.
- Responsible for in-house and contractor efforts measured by millions of dollars; create value for the Authority at the same magnitude.
- Comprehensive understanding of the application of engineering principles and practice to the natural and operational environment including mathematical modeling design monitoring and testing of pollution and prevention systems. Must stay current with the latest engineering methods for advancing the Authoritys abilities to meet its mission in an efficient economical manner.
- Responsible for the application of scientific and engineering principles to complex environmental and public policy issues and resolution of issues associated with regulatory mandates applicable to the Authoritys diverse fleet of facilities. Remain cognizant of statutory and regulatory developments on the state and federal and local level and their potential consequences for Authority business strategies. Ensure that management and staff in other departments remain aware of changing and challenging regulatory issues and that all programs policies and procedures are current and reflective of the regulatory environment.
- Responsible for coordinating the application of headquarters expertise to operation and compliance issues at the operating facilities through a dotted line relationship with facility specialists. Establish working relationship and act as the point of contact with Site environmental staff between the operating projects and the EH&S Department. Provide assistance and or resources as required to assist the projects in areas related to environmental compliance.
- Strong project management/planning skills are vital. Must be able to coordinate the environmental attributes activities of all persons involved in projects to ensure on-time products that meet goals. Must be able to review work of others coordinate diverse disciplines plan individual work efforts to achieve significant project results.
- Strong written and verbal communication skills with ability to adapt style to the demands of the audience are required.
- Demonstrated experience in time management conflict resolution and negotiation.
- Ability to write concise analyses of alternatives present the results of deliberation in a concise fashion and develop consensus within a group of varying disciplines.
- Must be able to collaborate with other Authority business units on initiative efforts.
- Aptitude to present Authority EH&S posture in a public forum in industry-wide gatherings government-sponsored scientific panels and legislative hearings. Must be able to communicate complex technical and regulatory issues to technical staff at operating facilities. Must have grasp of power market fundamentals.
- Responsible for management and development of team of SMEs through performance planning process cross-training coaching and performance management.
Knowledge Skills and Abilities
- Ability to influence others in decision-making roles particularly outside the Authority where the incumbent has no managerial control.
- Must be proficient in use of various computer applications such as Excel MS word and various other database derived applications
Education Experience and Certifications
- Bachelors degree in environmental mechanical civil geotechnical industrial or chemical engineering
- Masters degree in environmental engineering preferred
- Advanced management training either in course work or by certification preferred
- Minimum 5 years relevant experience in utility and/or industry or governmental agency.
