The Department of Economic Security Division of Financial Operations is seeking an experienced and highly motivated individual to join our team as a Deputy Accounting Administrator. The Deputy Accounting Administrator has direct supervisory responsibility for the Accounts Payable Travel and Fixed Assets functions and when acting on behalf of the Senior Accounting Administrator will direct all remaining accounting functions including General Accounting Revenue (Cash) Accounting Chart of Accounts Reporting and the Enterprise Grants Team.

This position will have the responsibility for the coordination of the Departments annual Internal Control Self Assessment Surveys (ICSAS) to the Department of Administration providing a comprehensive review and analysis of the Departments risk and corresponding controls to manage risk across all Divisions within the Department. This role has primary responsibility for the development implementation review and maintenance of all Account Administration-specific strategies and annual priorities that make up the overall Division of Financial Operations strategies. The Deputy Accounting Administrator serves as a secondary point of contact for the Arizona Department of Administrations General Accounting Office (GAO) for accounting and technical matters. The position may represent the Agency in intra-agency vendor and stakeholder interactions and other events outside of the Agency.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

Manages through subordinate accounting team members the day-to-day operation of the Accounting Accounts Payable Payroll Travel Fixed Assets.
Contributes to the development of enterprise-level strategy for compliance with all application regulation through the coordination of the Departments internal control self-assessments and the Divisions annual improvement priorities.
Serve as a technical advisor for the Senior Accounting Administrator and other Departmental leaders. Works closely with business and finance team members across the Department to collaborate on problem-solving share best practices and ensure consistency and compliance across the agency.
Manage and oversee reconciliations of accounts general ledgers and ad-hoc analysis. Ensure compliance with the Arizona State Accounting Manual Generally Accepted Accounting Principles applicable State and Federal Regulations.
Directs and motivates professional staff to meet objectives and provides related resources for the delivery of program services.

Knowledge Skills & Abilities (KSAs):

Knowledge in:

Government accounting methods and techniques.
Financial Information System (AFIS) reference materials such as Federal regulations.
Principles and concepts in the schedule of Federal financial assistance; preparation of financial statements in accordance with GAAP for all fund types and account groups.
Management and leadership techniques employee motivation and effective communication.

Skilled in:

Preparation of financial statements completing all financial disclosures as required and promulgated by the Governmental Accounting Standards Board (GASB).
Evaluating the accuracy of the Enterprise Resource Planning (ERP) systems cost allocation and expenditures accountability reporting.
Analysis interpretation and communication of financial data.
Identifying and resolving problems; interpersonal relations with high-level representatives of the Federal granting agencies and State officials.
Advanced verbal and written communications; and administration and supervision of a multi-disciplinary accounting staff.

Ability to:

Lead and manage a group toward a common goal.
Handle and present resolutions of complex issues; analyze a complex situation and identify core problems.
Resolve higher-level problems work in diverse groups with complex needs and goals.
Speak and advocate for particular solutions.

Selective Preference(s):

The ideal candidate for this position will have:

A bachelors Degree in Accounting or a closely related field is required. Masters Degree in Business Administration or Accounting preferred. Experience managing an accounting office. Certified Public Accountant (CPA) license preferred.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).
Bachelors degree in Accounting or a closely related field. Experience managing an accounting office.
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.
