Job Summary

Position Description

The Project Management Division fosters a work culture of efficiency accountability competency and proactivity; and seeks continuous improvement of SPUs project management practices. This position is critical for the successful delivery of projects to maintain & improve SPUs infrastructure serving 1.4 million customers.

This position will manage a section consisting of 10 project managers who lead teams to deliver Public Works utility projects in the Project Management and Controls Division. The Section Manager is responsible for managing a portfolio of projects individually managed by project managers such as drinking water system rehabilitation water tank improvements facilities wastewater pumps stations drainage and natural drainage systems. At any given time the total portfolio may have up to 50 active projects with individual project budgets ranging from <$1M to $50M and annual portfolio capital spending ranging up to $100M possibly more.

Job Responsibilities

  • In addition to providing oversight of programs projects scope budget and schedule the selected candidate will be responsible for performance management coaching resource management quality management and ensuring that Divisions policies practices and other standard processes are implemented.
  • Decision-making on personnel issues ensuring that effective teaming occurs building and sustaining positive client relationships with the three Lines of Business (Drainage and Wastewater Drinking Water Solid Waste) professional development of staff consultant contracting oversight prioritization and expectations setting for staff oversight and engagement with improvement initiatives and various other section and division administration duties.
  • The primary attributes and competencies that will contribute to success in this role include being accountable and performance-oriented inclusive of diverse perspectives approachable to staff proactive and strategic having a passionate customer service ethic being collaborative with internal and external stakeholders and modeling behavior that reflects SPUs values.

Qualifications

Experience:

Seven (7) years of experience managing and leading increasingly complex capital infrastructure projects or programs or similar work in the management of engineering/construction projects. Two (2) years of supervisory/manager experience of an engineering/construction group or organization

AND

Education:

A Bachelors degree from an accredited College or University in Project Management Engineering Business Administration Construction Management or a related field.

License Certification and Other Requirements:

Project Management Professional certification

Work Environment/Physical Demands:

Work is performed in the office on a hybrid schedule.

Desired Qualifications:

  • Experience developing and managing budgets
  • Demonstrated experience in building and maintaining high morale high-performing teams
  • Demonstrated engagement in and experience of change management and organizational improvements
  • Experience working across departments and agencies including negotiating interagency agreements
  • Possession of current Project Management Professional certification

The full salary range for this position is $59.75 to $89.61 per hour.
