Maryland Public Television commonly known as MPT is a regional PBS affiliate that broadcaststhroughout Maryland and the District of Columbia and into parts of Delaware Pennsylvania Virginiaand West Virginia. Headquartered in Owings Mills MPT operates a full-service advertising agencycalled the Maryland State Ad Agency (MSAA) which serves the needs of the Maryland Stateagencies seeking to communicate important messages through public service announcements andadvertising. Campaigns include messaging about substance disorders (such as opioids) problemgambling Covid-19 state trooper recruitments and the states 988 suicide and crisis lifeline.

Main Purpose of Job
The Contractual Graphic Designer is responsible for full performance level work in the design or creation ofgraphics to meet specific commercial or promotional needs for the Maryland State Ad Agency(MSAA) a division of MPT. This role creates special effects animation or other visual images usingfilm video computers or other electronic tools and media for use in products. Clients includeMaryland State governmental agencies such as the Maryland Department of Health MarylandDepartment of Labor Maryland Emergency Management Agency Maryland Department of Planningand others. This is a Special Appointment position and serves at the pleasure of the AppointingAuthority.
POSITION DUTIES
- Collaborate with internal teams to determine project scope and develop innovative design.
- Design and produce a wide range or marketing materials.
- Ensure all designs are visually appealing on-brand and effectively communicate the intended message to the target audience.
- Manage multiple projects simultaneously meet deadlines and stay on budget.
- Stay up to date with emerging design trends tools and technologies.
- Ensure all final graphics and layouts are error-free and optimized for their intended medium whether print or digital.
MINIMUM QUALIFICATIONS
Education: Bachelors Degree in Graphic Design Fine Arts or related fieldExperience:
Three (3) years of professional graphic design experienceNotes:
Candidates may substitute experience for education on a year for year basis.

BENEFITS
Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.
Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
