The Resource and Execution Leader for Northeast Asia (NEA) will be responsible for the effective management deployment and performance of contractor resources to ensure safe timely and cost-effective delivery of service KPIs. This role will drive supplier partnerships MSA execution continuous improvement and productivity enhancement. Working closely with sourcing cross-functional teams and suppliers and ensure high standards of workmanship compliance and project delivery.

Job Description

Key Responsibilities

Contract and MSA Management

  • Partner with Sourcing to identify qualify and develop a robust network of third-party service providers.

  • Act as the operational focal point for the execution of MSAs ensuring suppliers comply with agreed terms and performance standards.

  • Collaborate with Sourcing to develop renew or amend MSAs as needed to support evolving business needs.

Supplier and Stakeholder Relationship Management

  • Build and sustain strong relationships with suppliers developing long-term strategic partnerships.

  • Collaborate with finance and business leaders to ensure cost transparency and accuracy in invoicing.

  • Work closely with sales and commercial teams to ensure smooth execution of transactional and project-based jobs.

Cross-Functional Collaboration and Strategy

  • Partner with cross-functional teams to address resource deployment challenges and ensure operational alignment.

  • Provide feedback to the sales/commercial teams on resource capabilities to align customer expectations with delivery capacity.

  • Contribute to strategic initiatives including Lean projects and digital tool enhancements to improve planning visibility and execution efficiency.

Job Planning and Resource Scheduling

  • Lead planning and scheduling activities to ensure contractor readiness and alignment with service requirements.

  • Develop and execute a resource deployment strategy to meet service KPIs including on-time maintenance Return-to-Service (RTS) and MCU cycle times.

Training Compliance and Workmanship

  • Ensure contractor resources are trained and certified per DCP (Onshore Wind Learning Platform) standards.

  • Partner with suppliers and internal training teams to maintain compliance with internal and regulatory requirements.

  • Promote continuous skill enhancement and uphold the highest standards of quality and workmanship.

Resource Deployment and Execution

  • Lead the planned maintenance resource deployment function across the Northeast Asia (NEA)region.

  • Establish standardized deployment processes and ensure seamless coordination with site operations.

Continuous Improvement and Audit Action Management

  • Develop and implement action plans based on PM and EHS audit outcomes to drive ongoing improvement.

  • Lead Contractor Management Reviews (CMRs) to evaluate supplier performance track KPIs and ensure timely corrective actions.

  • Identify opportunities for cost optimization and operational efficiency.

  • Facilitate best-practice sharing across regions and maintain a contractor scorecard for business performance reviews.

KPI and Performance Management

  • Drive delivery of all O&M KPIs including RTS standby reduction and backlog management.

  • Track and analyze performance data to identify trends risks and improvement opportunities.

Documentation and Governance

  • Ensure all documentation related to resource management contractor performance and compliance is accurately maintained and audit ready.

Qualifications / Desired Characteristics

  • Education: Bachelors degree from an accredited university.

  • Experience: Minimum 5-7 years in the wind or renewable energy sector with strong exposure to service operations.

  • Willingness to travel up to 30% of the time.

  • Strong knowledge of SDQC (Safety Delivery Quality Cost) principles maintenance practices and operational risk management.

  • Demonstrated success in managing commercial contracts and service performance metrics.

  • Analytical problem-solving and data-driven mindset along with commitment to safety with knowledge of health safety and environmental standards are expected.

  • Effective communication negotiation and influencing skills Strong operational judgment strategic thinking and accountability are desired skills.

  • Ability to manage multiple priorities and operate independently in a dynamic environment and drive escalation.

  • Exposure to Enterprise Resource Planning (ERP) and Data Management Tools are an added advantage.
