Work Schedule: 8 am - 4 pm M-F with one-hour unpaid lunch. Work hours days and times will vary based on work requirements and/or emergencies. Adjusted work schedules available with supervisor approval


POSITION SUMMARY: Under general supervision of the Environmental Health Director manages staff time and resources to ensure efficient inspection routines prompt and thorough plan reviews and meaningful outreach and training activities for contractors and the public at large.

  • Timely regular and consistent attendance.

  • Accurately review and approve plans; authorize issuance of permits and licenses; and compile and submit opinions and recommendations complying with state law and health district policies procedures and regulations.
  • Provide environmental health program information to others either through formal training or informal communication including interviews with press or podcasts; provide food training programs; distribute educational pamphlets brochures and booklets to the public; utilize various types of communication to convey environmental health information; and explain inspection reports and findings.
  • Supervise recommend hiring promotion discipline layoff etc.; provide direction and scheduling to registered environmental health specialist environmental health specialist in training administrative professional and office support specialist as needed. Responsible for training and development of registered environmental health specialist and environmental health specialist in training.
  • Oversee the scheduling of daily work for self registered environmental health specialist and environmental health specialist in training; distribute work evenly among staff and ensure coverage during absences. Ensure registered environmental health specialist and environmental health specialist in trainings work is completed as prescribed by law and health district policy.
  • Perform routine and complex inspections testing sampling and plan review in environmental health programs which may include but not be limited to: food service operations and retail food establishments vending schools parks camps swimming pools and spas housing units sewage treatment systems land septage application private water/wells solid waste disposal construction and demolition debris landfills refuse hauling and/or septage hauling vehicles vector and rabies control; investigate foodborne or other illnesses and public health nuisances; conduct inspections of housing water hauling vehicles body art/body piercing establishments; collect water and effluent samples; perform routine tests according to established health district policy and procedures to enforce state and local laws and rules and regulations.
  • Track and compile inspection and investigation data into reports for the Health Commissioner and Board of Health.
  • Build external relationships with our many partner agencies including: County Engineer County Sanitary Engineering Building Regulations Department of Development Adult Protective Services County Recorder County Archives and each of the city/township zoning inspectors.
  • Maintain grants and funding to reach underserved communities such as: Water Pollution Control Loan Fund Ohio EPA Mosquito Grant Department of Development Community Block Grants and others.
  • Use quality improvement (QI) and performance management (PM) processes and/or techniques to improve the effectiveness of environmental health programs and services including but not limited to creating implementing and evaluating performance standards and identifying implementing and assessing QI processes.
  • Ensuring accuracy of Environmental Health webpages developing accurate documents/educational materials that are updated/posted on the applicable webpages
  • Responsibilities include other duties as assigned including but not limited to Accreditation requirements and responding to emergency events.


PREFERRED QUALIFICATIONS:
Education:

Bachelors Degree (four-year college or technical school) Required Field of Study: Environmental Health/Related Science Degree with minimum 45 quarter or 30 semester hours of science

Experience:

12 plus months of experience in public health


Computer Skills:

Microsoft Office required. Health District Information System (HDIS) obtained upon hire


License & Certifications:

  • Must have and maintain valid Registered Environmental Health Specialist status with Ohio Department of Health Bureau of Environmental Health and Radiation Protection in accordance with Ohio Revised Code.
  • Valid drivers license.
  • Must possess (or obtain within six months) and maintain the Ohio Department of Agriculture Commercial Pesticide Applicators license.


Other Requirements:National Incident Management System (NIMS)/Incident Command System (ICS).a and 800.b certification to be obtained within six months of hire.
