ESSENTIAL JOB FUNCTIONS
Partners with management to provide assistance to assigned departments in the analysis of Talent Acquisition services and initiatives to achieve the goals of the department the division and the city.
Acts as a consultant to management for recruiting selection and processing of applicants for internal and external selection processes for assigned departments including but not limited to: partnering with hiring managers to develop and implement recruitment strategies leading diversity recruitment efforts leading the development of interview questions and pre-employment tests or assessments and maintaining relevant records statistics and documentation.
Partners with management to develop and implement recruiting and hiring strategies to ensure that hiring processes consistently attract a diverse pool of highly qualified candidates.
Coordinates salary offers with Classification and Compensation and the hiring manager. Ensures compliance with the collective bargaining agreements and Human Resources policies. Extends employment offers to selected candidates. Facilitates pre-employment physicals and on-boarding process.
Responsible for updating and maintaining applicant tracking system; maintains relevant records statistics and documentation.
Maintains personnel records through appropriate systems forms procedures and methods of recordkeeping.
Conducts ad-hoc and recurring research and analysis to evaluate effectiveness of Talent Acquisition services and initiatives. Prepares worksheets reports summaries charts slides graphs and other visual aids to presents findings and recommendations to management to assist in interpreting data for effective results.
Prepares periodic and ad hoc human resources communications. Produces and distributes informational materials to employees and other individuals.
Represents the City at various local or state level recruitment events to include job fairs conferences and other engagements.
Ensures Federal State and local employment laws are followed including equal opportunity affirmative action and veterans preference.
Assists management in formulating recommended changes to policies procedures and processes.
Keeps abreast of current trends in Talent Acquisition.
Incumbents may be located in the assigned department.
Attends work on continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
Serves on departmental and cross-functional project teams committees and task forces; may act as lead or subject matter expert.
May be responsible for updating and maintaining the Talent Acquisition intranet site.
May assist other Talent Acquisition staff as needed.
May assist Learning and Organizational Development in the delivery of employee training.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Bachelor Degree from an accredited college or university with major course work in Human Resources Organizational Development Business Administration or related field and three (3) years of professional level Talent Acquisition experience in a Human Resources department;
or an equivalent combination of education and experience which provide the required knowledge skills and abilities.
Professional level experience in a Human Resources department working with represented employees and union representatives is preferred.
An MBA or a Masters degree in Human Resources or Organizational Development may substitute for one (1) year of experience.
CERTIFICATIONS OR LICENSES
Licenses
Valid driver license required at time of appointment. Valid Florida driver license required within thirty (30) days of appointment.
Certifications
Human Resources Professional (PHR SPHR) certification through the Human Resources Certification Institute or Certified Professional (SHRM-CP SHRM-SCP) through the Society for Human Resource Management is preferred.

Considerable knowledge of principles theories methods and practices of human resources including recruitment and staffing.
Considerable knowledge of laws ordinances regulations and statutes which govern human resources functions.
