We are seeking an enthusiastic and dedicated professional to contribute to critical initiatives spanning environmental planning land preservation recreation water resource management Chesapeake Bay restoration and sustainable growth. This unique role offers the chance to work alongside state federal and local agencies stakeholders and the public to advance the Administrations priorities and make a tangible difference in the lives of Marylanders.

Upcoming and ongoing statewide planning efforts offer exciting opportunities to advance regionally tailored best practices natural resource protection economic development jurisdictional capacity equity placemaking resilient infrastructure and the next generation of sustainable growth. These include but are not limited to implementing Marylands new sustainable growth principles adapting comprehensive planning for the 21st century crafting and measuring sustainable growth metrics partnering with the Department of Natural Resources (DNR) on implementation of the Coastal Zone Management Program and restoration of the Chesapeake Bay and partnering with DNR and the Department of Agriculture on land preservation and working lands initiatives.

The Natural Resources and Working Lands Analyst Regional Planner work program presents an unparalleled variety of projects for the proper candidate including municipal and county collaborative planning best practices and curriculum development regional coordination statewide policy and legislative review and comprehensive sustainable growth implementation.

POSITION DUTIES

Thispositionservesas a leadership role inthe Departmentsnatural resources andworking landsplanning initiatives and programsbyprovidingexpert technical and policyassistancetolocalgovernments and partner agencies on land preservation recreation planning andvital watershed and Chesapeake Bay aNaturalResources and Working Lands Analyst this positionservesapivotalrolein ensuring environmental concerns are addressedin regional state and federal positionevaluatesprogram and project applications to ensure adherence to stateregulations encourage innovative planning and accelerate progress towardsMarylands Sustainable Growth Planning Principles.


As a project manager of complexinterdivisional interdepartmental and interorganizational teams thisposition is expected to enhance the Departmentsassistanceto andresource development forjurisdictionswith natural resources andworking lands. This requires developing scopes of work implementing researchand statistical methods andmonitoringany field work activitiesconnected with Department planning projects. This position aids MDP leadershipand staff in encouraging Marylands sustainable growth resiliency equity andresource-protection initiatives and by making decisions andrecommendingappropriate approachesfor designing MDP programs andpolicies to meet the unique needs of Marylandsdiversejurisdictionsand regions. The Natural Resources and WorkingLands Analyst Regional Planneridentifiesand deploys methodsfordisseminatinginformation about state initiatives to localgovernments building local capacity andmaintainingcommunicationand follow through. Duties include providing or coordinating stateagenciesassistanceto local governments giving presentations andcrafting guidance andassistancein preparing plans studiesprograms and implementation measures to enhance and preserve Marylandsnatural resources and working lands.


As a Regional PlannerforMarylands Lower Eastern Shore counties (Dorchester Somerset TalbotWicomico and Worcester) and their 28 municipalities thispositionreviewsand commentson a varietyoflocalplanning documentstohelpguidejurisdictionstoward best practices and compliancewith state positionalsosupportscoordinationand liaison activities witha variety of state regionaland and criteria forplanreview andinteragency and interjurisdictionalcoordinationanddevelopingvaried resources to supporttheenhancementof local regionalandstateplanningefforts.


A successfulNatural Resourcesand Working Lands Analyst Regional Plannerwill be expectedtoresearch andestablishcase studiesofsuccessfulexamples ofsustainable growthand implementation within Maryland andthroughout the countryand organizeresources partnershipsresearch and Department policy into varied and dynamic educational offeringswhich local governments and other stakeholders can access to advance their ownplanning coordinated response amongall Department divisions and other state agencies this positionwillserve a leadership role in implementingsustainablegrowthplansand actionsfocusingon those most informedby andimpactingMarylands natural resources and workinglands.

MINIMUM QUALIFICATIONS

Education:Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degreefrom an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or universityfor five years ofthe requiredexperience.

may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Three years of experience in one or more of the following:

  • Experience in natural resources and working lands planning and implementation that complement economic growth and sustainable development within the local regional and/or statewide contexts.

  • Local or state government experience and/or experience providing planning and related technical assistance to government and non-government experience should incorporate a variety of issues including but not limited to long range and current planning zoning emergency management and community engagement.

  • Experience establishing adjusting and ensuring successful implementation of programs and associated policies work plans templates checklists evaluation criteria and procedures.

  • Experience conducting and facilitating meetings with various individuals and agencies using exceptional client relation skills.

  • Experience with State of Maryland planning initiatives and programs and how they can be applied to develop a more resilient economy and local capacity as well as experience with Maryland land use and sustainability statutory requirements.

  • Experience making public presentations and representing a department or organization on committees and other representative bodies.

  • Experience managing and executing complex planning and community development projects that involve coordination of multiple stakeholders competing interests and the development of new communication channels.

  • Experience in planning and project management in support of community resiliency and education energy access cultural and historic resource preservation or regulatory reform.

Exceptional communications and project management skills.

Proficiency with office productivity software GIS site design and visualization tools such as Sketch Up Photoshop or similar.

AICP LEED CC-P or similar planning related certification.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
