Job Summary

The Asphalt Plant Manager will be responsible for overseeing the day-to-day operations and maintenance of the City-owned asphalt plants as well as administering all asphalt-related contracts including the purchasing of raw materials required to produce hot mix asphalt.

Direct responsibilities include but are not limited to the following:

-Provide accurate fiscal year (FY) tonnage projections for anticipated in-house asphalt production across both asphalt plants as well as for anticipated asphalt purchases.
-Manage the purchase and ordering of the required raw materials (aggregates and asphalt cement) based on scheduled production.
-Prepare weekly production forecasts cost analyses and crew deployment plans for asphalt operations.
-Coordinate with DOT Facilities DOT OECA and RRM Environmental Compliance to ensure timely plant inspections appropriate certifications and full environmental compliance.
-Ensure both City-owned asphalt plants are adequately staffed fully operational and properly maintained including scheduling regular maintenance calibration and emergency repairs as needed.
-Manage both the labor and administrative staff assigned to the asphalt plants including workforce development timekeeping and other personnel activities.
-Oversee the purchasing and management of fuel supplies.
-Oversee the coordination of the Recycled Asphalt Product (RAP) and debris disposal program.

Qualifications :

1. Six years of full-time progressively responsible experience in inspection maintenance construction or engineering work related to the functions described above at least two years of which must have been in an administrative or managerial capacity requiring independent decision-making concerning program management or planning allocation of resources and the scheduling and assignment of work.

2. Education and/or experience which is equivalent to 1 above. Education may be substituted at the rate of one year of college for six months of experience up to a maximum of four years of college for two years of experience. However all candidates must possess the two years of administrative or managerial experience described in 1 above.
