Job Description

The Office of Legislative Services (LSO) is seeking a Deputy Director of IT Development and Operations to help lead the evolution and growth of the office. This position plays a central role in providing high-quality reliable and responsive IT services to the legislative branch. The Deputy Director ensures that both software development and IT operations consistently meet the needs of the Senate House of Representatives and all nonpartisan legislative staff offices.


The position requires a commitment to customer service and a strong understanding that LSOs success is measured by how well we support the work of the offices we serve. The Deputy Director will guide system architecture service delivery cybersecurity coordination and the development and maintenance of software applications that directly impact legislative operations. This includes ensuring timely support clear communication and innovative technology solutions that help legislative offices accomplish their work effectively.


This role requires steady leadership technical knowledge innovation and the ability to work collaboratively across teams. Responsibilities include high-level planning program oversight and continuous improvement of IT services. The Deputy Director reports directly to the LSO Executive Officer.

LSO is a nonpartisan office that provides internal support and streamlined shared services to the Senate House of Representatives and all nonpartisan legislative staff offices: the Office of the Legislative Fiscal Analyst the Office of the Legislative Auditor General and the Office of Legislative Research and General Counsel. LSO provides support in various ways including human resource functions financial services IT services printing and more! Responsibilities

Leadership and Management


  • Provide leadership mentoring and strategic guidance to software development and IT operations teams.
  • Oversee team performance workflow management and professional development for staff across both units.
  • Establish clear goals service standards and performance metrics for IT services and software development.

IT Operations Oversight

  • Oversee the daily operations of LSOs IT environment including desktop and server support networking database management and phone services.
  • Guide operational planning for local and wide area network needs across the legislative campus.
  • Support the management and maintenance of system infrastructure to ensure reliability security and availability.
  • Work with operations staff to ensure timely support to legislative users.
  • Oversee technology support for committee rooms public meeting spaces and broadcast-related systems.
  • Collaborate with the cybersecurity consultant and operations staff to maintain secure compliant systems.

Software Development Oversight

  • Oversee the software development lifecycle for major IT development projects.
  • Guide the design implementation and maintenance of custom software applications used by the legislative branch.
  • Evaluate and recommend emerging technologies that improve service delivery performance and development efficiency.
  • Advise on training documentation and user support for software tools and development applications.

Strategic and Cross-Office Collaboration
  • Serve as primary liaison between IT teams and legislative staff offices to translate requirements into technical solutions.
  • Coordinate with the IT operations team to ensure software and systems align with cybersecurity needs and best practices.
  • Provide senior-level technical guidance to legislative leadership and elected officials.
  • Work with the Executive Officer to ensure compliance with laws regulations and policies governing IT systems and services.

Qualifications

REQUIRED QUALIFICATIONS:

  • Bachelors degree in Computer Science Information Systems Engineering or a related field
  • Experience in software development IT system administration or IT service management
  • Experience supervising or managing a professional technical team
  • Experience reviewing and improving organizational processes and structures
  • Experience delegating responsibilities effectively
  • Strong organizational skills
  • Excellent verbal and written communication skills
  • High degree of professionalism
  • Sensitivity to confidential information
  • Commitment to impartial nonpartisan service to all legislative offices

PREFERRED QUALIFICATIONS:

  • Masters degree
  • Professional certification (e.g. PMP ITIL Agile)
  • Experience in government administration
  • Knowledge of the legislative process
  • Experience improving organizational processes

SALARY RANGE:

The salary range for this position is $95.00 to $105.00 per hour plus comprehensive medical dental leave and retirement benefits. The selected candidates starting salary will be commensurate with the candidates education and professional experience.
