Job Summary:

Position Summary:
The Lead OCI Consultant provides coaching to the OCI team and agency divisions to implement all aspects of the Arizona Management System and lean leadership principles. The position reports to the Office of Continuous Improvement Administrator. The Lead OCI Consultant position will serve as a subject matter expert in process improvement project and change management methodologies providing mentorship coaching and training to ADOR team members and fellow coaches. The role requires coaching all levels in the agency toward a culture of continuous improvement that fosters daily improvement as well as supporting and leading process improvement projects for the division or agency (e.g. kaizen events process mapping A3 completion). The position will utilize a structured approach to recognize identify prioritize and eliminate non-value-added process steps in alignment with the agencys continuous improvement strategy. The responsibilities supporting the leadership team in establishing and sustaining a lean management system and lean leadership skills for the entire agency. The Lead OCI Consultant is responsible for creating and supporting major continuous improvement initiatives using the Arizona Management System (AMS) and lean leadership principles within the agency which make tangible improvements in areas such as customer service quality cost productivity and team member morale. This position will be tasked with advising the agencys executive leadership on the strategies and behaviors necessary for success in a range of business processes from small to large and simple to complex. This position shall have a general understanding of the responsibilities for all agency Divisions.

Supervision:
This position does not have direct reports.

Note: This role is hybrid-remote. Specifically it is primarily remote (within Arizona) but in-office presence is required to attend leadership meetings facilitate key initiatives and as other business needs arise.

Additionally this special work assignment has an anticipated duration of approximately (6) months with the potential for extension.

Job Duties:

Leadership

Serves as lead for the OCI team including:

  • Ensure clear alignment with the Director Assistant Director and OCI Administrator on the OCI role and initiatives
  • Serves as the subject-matter expert in the functional role
  • Trains other OCI Consultants and Coaches on lean and lean leadership principles and tools
  • Serves as the first point of escalation for those in the functional roles
  • Advises on workflow coordination of those in the functional roles
  • Serves as a peer mentor to those in functional roles
  • Provides back-up monitoring for the supervisor as needed
  • Coordinates/facilitates OCI team huddles and problem-solving meetings

Facilitates and Measures Operational Improvements

  • Develop relationships with the leadership to understand agency priorities and translate those priorities into projects/improvement efforts. Develop relationships with key stakeholders across the enterprise to learn and share best practices
  • Conducts an in-depth study of the total impact of the agencys continuous improvement initiatives and shares the results with their supervisor and the Senior Executive Leadership Team
  • Collect and analyze data and feedback from agency leadership team members to identify inefficiencies and opportunities for mid-to-large-scale improvements in safety quality productivity and cost
  • Supports business unit leaders and teams in the process of obtaining collecting and leveraging data that leads to informed data-driven recommendations. Perform or support teams in statistical design analysis and reporting
  • Based on structured analysis partners with business unit leadership to create customized countermeasure plans that improve performance identify and track the relevant lead and lag measures and measure the results
  • Coaches and develops OCI team and business unit leadership so that they can successfully utilize problem-solving tools including but not limited to kaizen events process mapping A3s A3 thinking and 5 Why root cause analysis.
  • Coordinates and engages in the development updating maintenance and administration of current department policies and procedures related to AMS/lean
  • Contributes supports and implements the Office of Continuous Improvements strategy and initiatives
  • Ensures all agency-level AMS assessments and continuous improvement metrics are implemented measured tracked and reported as required

Agency Continuous Improvement

  • Remains current on key agency-related laws regulations policies and best practices related to the role and of the agency through regular engagement in activities such as: self-directed research conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; and or participation in training and other continuing education opportunities.
  • Actively contributes to team and individual effectiveness through the following:
  • Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS); and provides recommendations for process improvement and engages in continuous improvement efforts as assigned.
Knowledge Skills & Abilities (KSAs):

Education & Experience

  • Any combination that meets the knowledge skills and abilities (KSAs) is acceptable. Typical ways KSAs are obtained may include but are not limited to a relevant degree from an accredited college or university (e.g. Bachelors Degree such as B.A.) training coursework and work experience relevant to the assignment.
  • Minimum of 6 years of experience successfully leading/facilitating formal lean or process improvement implementations (e.g. kaizen events process mapping A3 development etc.) and/or experience in training on continuous improvement tools and principles with a diverse client base (front-line to mid-level leaders other lean practitioners)E
  • Minimum of two years of supervisory experience


Knowledge/Understanding

  • Advanced knowledge of Lean and Continuous Improvement principles practices procedures and tools
  • Intermediate knowledge of project management principles practices procedures and tools
  • Basic knowledge of change management principles practices procedures and tools

Skills

  • Superb verbal written and listening communication skills
  • Strong group facilitation skills with the ability to influence and hold others accountable to timelines and processes
  • Effective organization and time management skills with the ability to manage multiple projects simultaneously and work in high-pressure situations
  • Excellent interpersonal skills and demeanor
  • Proficient in the use of a PC in a Windows environment; in the use of the Internet; and in the use of Google Suite applications such as GMail Sheets Docs and Drive.
  • Proficient in applying the Arizona Management System to functional business processes

Abilities

  • Ability to clear a comprehensive background and clearance process that includes an Arizona tax compliance verification and a criminal background check through the FBI via level one fingerprint clearance through the Arizona Department of Public SafetyAbility to foster a positive team culture
  • Ability to work with a high degree of autonomy and also participate collaboratively as part of a team
  • Ability to work in a confidential manner ensuring information is shared with internal and external individuals in an appropriate manner
  • Ability to understand and solve problems by applying intermediate analytical skills to include collecting all the relevant information and data needed to address the problem; organizing classifying and synthesizing the data into fundamental issues; from the information identifying the most probable causes of the problem; reducing the information down into manageable components; identifying the logical outcomes from the analyses of the data collected; and identifying the options and solutions for addressing the problems analyzed.

Additional Job Demands
