Supervisor of Specialized Programming and Services

Reports to: Director of Student Services
Schedule: 40 hours per week/52 weeks per year
Salary: Commensurate with Supervisor Agreement
Job Summary: The Supervisor of Specialized Programming and Services (Elementary and Early Childhood focus) provides leadership and support in the implementation of early childhood and elementary special education programs and services. This role serves as a key resource to staff students and families ensuring compliance with federal and state laws while promoting developmentally appropriate and evidence-based practices. The Supervisor also supports the coordination of inclusive and specialized instructional services designed to meet the unique needs of young learners with disabilities.
Qualifications:
Required Qualifications:
- Masters Degree
- Full approval in at least one area of special education
- Three years of successful experience in special education
- Full or temporary approval as a Supervisor of Special Education
- Possess a Michigan Department of Education administrator certificate
Preferred Qualifications:
- Experience in special education administration
- Elementary level experience
Essential Job Functions:
- Assist the Director of Student Services in planning implementing and monitoring early childhood and elementary special education programs including professional learning for special education staff.
- Ensure compliance with state and federal legislation and Board Policy related to special education.
- Develop disseminate and guide best practices for special education in collaboration with school leadership.
- Develop implement and monitor IEPs transition plans and student programming to support individualized student success.
- Develop and recommend revisions to policies procedures and programs aligned with legal requirements early learning standards and student needs.
- Provide guidance and support to building-level special education teams related service providers and principals including assistance with referrals evaluations placement decisions and facilitating IEPs when needed.
- Supervise and coordinate administration of alternate state assessments as appropriate for eligible students.
- Supervise and coordinate elementary and early childhood special education programs across the district including categorical services inclusive programming and early intervention supports.
- Maintain regular consultation with building principals to support and evaluate onsite special education services.
- Oversee and evaluate assigned itinerant staff; support the hiring onboarding and development of special education personnel.
- Lead the planning placement and training of paraeducators and student aides serving early childhood and elementary students.
- Supervise services provided to elementary homebound/hospitalized students students in registered non-public schools and registered homeschool students.
- Collaborate with the Special Education Leadership Team and Teaching and Learning Team to align staffing instructional practices and programming with district goals.
- Support the implementation of preschool special education services including Part B (Section 619) and coordination with general education preschool programs.
- Ensure alignment of services with Early Childhood Standards of Quality and developmentally appropriate practices.
- Partner with local agencies and early childhood programs to support smooth transitions from early intervention (Part C) into preschool and from preschool into kindergarten.
- Monitor child outcomes and adjust programming based on student progress and developmental needs.
- Serve as a liaison between the Director of Student Services school leaders staff and families to ensure a unified and supportive approach for young children with disabilities.
- Support and deliver professional development related to instructional practices compliance early intervention and inclusive education.
- Promote effective communication among school teams families and community partners to foster collaboration and consistency.
- Actively participate in district-level committees and contribute to strategic planning for special education services.
- Consistent and reliable attendance.
- Perform other duties as assigned by the Director of Student Services.
Physical Requirements:
While performing the duties of this job the employee is required to stand walk sit use hands to finger handle or feel reach with hands and arms climb or balance stoop kneel crouch or crawl talk hear (in a quiet or noisy environment). The employee must occasionally lift and/or move up to 40 pounds. Specific vision abilities required by this job include close vision distance vision and ability to adjust/focus. Work Environment:
The noise level in the work environment is usually loud to moderate. Work may be performed indoors and/or outdoors. The employee is directly responsible for the safety well-being and work output of students.
