PURPOSE:
To provide support for the Foster Parent Program with accuracy and timeliness of all daily weekly & monthly billings. To serve as the point person in the Foster Care Program to manage all A/P and A/R and attain needed documents manage deadlines etc. to ensure timely payment for services provided.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The list of essential duties and responsibilities as outlined herein is intended to be representative of the task to be performed. The omission of an essential function does not preclude management from assigning duties not listed herein is such duties are a logical assignment to the position.
- Updates FCAD Financial Management Guide to reflect accurate and up to date DCFS Rates
- Read and understand DCFS Program Contracts that provide very detailed financial information and rates and maintain a current rates list.
- Read and understand and use as guide DCFS Procedure 359 for all billing-eligible activities between POS and DCFS list.
- Receive DCFS Vouchers (monthly) and rectify against the NTST entries and rectify with DCFS CPU Contact.
- Keep record of A/R to manage payments/collections.
- Complete and submit all monthly FCAD 1042s (based on data-inputs in NTST); rectify 1042 payments/make corrections.
- Complete Special Service Fee/Exceptional Payment Billing to DCFS Business office and CPU
- Complete Phase III billing in conjunction with intake/Recruitment Team and DCFS Permanency Administrator.
- Collect all 906s from program and maintain data for follow-up with CPU/DCFS
- Work with FCAD Program Staff (Therapists Case Managers and Managers) to attain needed documentation to attain SFC Reapprovals from DCFS (M. Frank). a).Would need to keep log of all served youth requiring SFC Reapprovals all submitted and all reapproved reapprovals. Needs to collect Clinical Reports (therapists); placement data (CWS Team) and services provided to the youth served.
- NTST expert and the ability to run reports from NTST to fill AR needs.
- May contribute to FCAD program and finance budget discussions/needs.
- Maintains copies of all program subcontracts (developed by Directors/CPO).
- Dotted-line Reporting to Chief Program Officer for Foster Care related duties and to Assistant Controller for accounts receivable collection related duties.
- Maintains annual American Heart Association certification in First Aid and CPR if required.
- Successfully completes Little City required training re-training and any additional training as required by Little City policies and practices or as assigned by his or her immediate supervisor.
- Other duties as assigned.

Qualifications
MINIMUM QUALIFICATIONS:
Must have a High School diploma or GED. Previous experience with AR and AP a plus. Excellent communication skills required. Must be very detail oriented highly organized and analytical. Must be able to work with minimal supervision.
PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:
While performing the duties of this job the employee is subject to sitting for prolonged periods; frequently walks stands grasps lifts holds or feels objects; occasionally stoops kneels crouches or crawls. Extended use of computer and typing is required. The employee frequently is required to use manual and finger dexterity and eye-hand coordination when working and handling office equipment. The employee is subject to assist and support up to 25 pounds with varying amounts of assistance on a reoccurring basis. The employee is required to have corrected vision and hearing within normal range and the ability to operate office equipment. No occupational exposure to blood body fluids communicable diseases or other potentially infectious substances (Category I). Typical office environment. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
