Job Title:Labor Relations Advisor (WMS2)
Location: Olympia WA - This position is a hybrid position but does require in-person office days at the Olympia office.
Closes: December 21st 2025
Salary: $82829.00 - $103536.00 Annually


As the Labor Relations Advisor you will serve as a trusted advisor to agency leadership Human Resources and supervisors providing expert guidance on the interpretation and application of collective bargaining agreements as well as agency policies and procedures. You will help ensure consistent mission-aligned practices across the organization while supporting effective labormanagement relations. This position also offers the opportunity to influence agency-wide decision-making by providing informed recommendations on contract administration and practices that impact both internal teams and partner agencies.

The Opportunity:

  • Collaborate with and advise management HR consultants labor representatives and stakeholders on labor relations issues dispute resolution processes PARMs/mediations and arbitrations.
  • Provide technical guidance on the interpretation of labor laws personnel rules agency policies and collective bargaining agreements.
  • Participate in the development and review of statewide labor-relations policies and evaluate proposed policy or legislative changes for labor impact.
  • Develop and deliver training on contract compliance dispute resolution strategies PARM/mediation and arbitration processes and grievance procedures.
  • Research investigate and analyze data decisions grievances ULPs and labor-relations trends to support informed decision-making and constructive union/management relationships.
  • Communicate complex labor-relations information clearly and effectively to all levels of management and stakeholders both orally and in writing.
  • Independently gather organize and analyze data needed to represent the agency in grievance arbitration PERC hearings dispute resolution processes and training activities.
  • Provide consultation and support on cases involving litigation grievances collective bargaining preparation ULP charges and related labor-relations matters.
  • Serve as a subject-matter expert on labor-relations practices advising on best approaches to prevent address and resolve workplace disputes.
  • Lead plan organize and oversee the work of assigned areas to ensure efficient operations and effective service delivery.
  • Ensure ethical conduct effective communication and support for the states commitment to diversity equity and inclusion in all work responsibilities.

Required Qualifications:

Seven (7) years of professional-level HR (Human Resources)/LR (Labor Relations) experience or equivalent combination of education and experience with one year or equivalent focused on labor relations.

OR

Bachelors or higher degree from an accredited institution of higher education with focus on labor relations or human resources business administration organizational development or a closely related field AND Five (5) years of professional-level HR/LR experience or equivalent combination of education and experience with one year or equivalent focused on labor relations.

In addition to those required qualifications our ideal applicant will also possess:

  • Knowledge around Washington State laws policies labor impacts and collective Bargaining Agreements.
  • Experience with Performance measurements and data analysis and strategic and long-term planning.
