JOB TITLE: DIRECTOR OF TRANSPORTATION
REPORTS TO:Executive Director of District Support Services
JOB SUMMARY: Under the direction of the Executive Director of District Support Services the Director of Transportation provides technical and managerial leadership and direction in managing the Transportation Department in accordance with district state and federal regulations and policies. Responsible for ensuring services are completed in a safe and efficient manner within budget and in compliance with all relevant regulations. Establishes and maintains effective communication within the department and with students parents community district staff and school principals.
PERFORMANCE RESPONSIBILITIES AND ESSENTIAL FUNCTIONS:
- Directs the planning and implementation of the districts student Transportation program aligned with district goals and objectives overseeing personnel finances regulatory compliance preparation of program reports and communication with district leadership school staff and district departmental staff.
- Ensures that the Transportation department complies with district state and federal
- Oversees the development of safe and efficient bus routes and stops including special education transportation within and outside the District McKinney-Vento and other needs for specifically designated routes and all extra- curricular transportation.
- Oversees the development of a comprehensive training program in accordance with statutory requirements for all transportation
- Oversees supervises and evaluates the performance of employees as assigned; ensures all licenses endorsements and required certifications for employees to accomplish assigned duties and responsibilities are current.
- Coordinates with Human Resources for the recruitment hiring and retention of Manages employee performance.
- Administers the collective bargaining agreements associated with transportation services including routine personnel Participates in collective bargaining teams and regular labor management meetings.
- Prepare and manage departmental budget. Employ the proper application of funding formulas to ensure that the District receives the maximum allowable revenue from the state.
- Manages the Transportation Vehicle Fund budget and makes recommendation for the purchase of buses and other district owned vehicles.
- Responds to vehicle incidents and accidents; coordinates response with other agencies prepares incident reports takes appropriate action to reduce accidents
- Performs road checks at all times of the day necessary during periods of inclement weather and makes recommendations to the Executive Director of District Support Services regarding the safety of transportation to and from District facilities.
- Responds to parent questions and concerns and coordinates with building administration parents and transportation staff regarding student behavior while riding district transportation.
- Develops implements and maintains policies and procedures consistent with industry best practices and current
- Oversees and manages the vehicle maintenance program including annual state bus
- Supports the development and implementation of students safe walking routes to
- Ensures timely and accurate reporting for district state and federal requirements for District OSPI WSDOT and any other governmental agencies.
- Represents the District on various internal and external committees as appropriate or
- Analyzes evaluates and develops recommendations for bus loading/unloading and parking lot safety for new school construction and recommending improvements at existing school facilities.
- Provides leadership in the selection use and implementation of appropriate software programs to facilitate all aspects of transportation operations.
- Advises leadership on policy and procedure issues related to transportation operations and the implementation of educational proposals including operational and financial impacts on desired results in serving students.
- Develops and maintains excellent working relationships with staff customers departments and other agencies involved in school district transportation.
- Maintain knowledge in areas of responsibility including laws for basic and special education transportation issues.
- Performs other duties as assigned.
JOB REQUIREMENTS; MINIMUM QUALIFICATIONS
Skills Knowledge and Abilitiesrequired to satisfactorily perform the functions of the job include:
- Knowledge of OSPI guidelines as well as federal state and local laws as they pertain to the transportation of students.
- Demonstrated knowledge of basic math spelling grammar and punctuation including letter composition skills.
- Effective decision-making skills excellent oral and written communication skills.
- Demonstrated ability to organize manage a budget set priorities and coordinate activities.
- Demonstrated ability to work well with staff and the general public exercising discretion and confidentiality.
- Ability to work well under pressure and meet timelines.
- Ability to convey a positive district image.
- Ability to be flexible to meet the demands of the position including being on call 24 hours a day for emergencies.
- Possess strong organizational skills and the ability to work as a team as well as independently.
- Ability to communicate effectively.
- Valid Washington State drivers license including possession of or ability to obtain a CDL and bus driver authorization.
EDUCATION:
- Bachelors Degree in relevant field. Degree requirement may be waived if work experience in leading K-12 transportation operations or related field is extensive.
EXPERIENCE:
- Five (5) years of progressively responsible experience working in a large organization managing a complex operation involving transportation operations logistics facilities management or related field.
PREFERRED EDUCATION AND EXPERIENCE
- Prior experience managing K-12 public school transportation services.
