The Division of Emergency Management with the Department of Emergency Services is looking to fill the position of an Emergency Management Planner.

The Emergency Management Planner assists in coordinating the development and implementation of an effective county-wide planning system focused on enhancing the countys ability to mitigate prepare for respond to and recover from disasters. Specifically this position supports emergency management planning efforts for Johnson County and its partners works to establish and maintain essential partnerships with stakeholders and evaluates and addresses preparedness and response capability gaps. This position also serves as an on-call emergency management duty officer providing 24-hour coverage on a rotating schedule.

This position is funded through the Emergency Management Performance Grant (EMPG).

Job Description

  • Supports the development and maintenance of an all-hazard local emergency planning program focused on meeting the needs of Johnson County as required by KAR 56-2-2(a)(4)(C); assists in ensuring all emergency planning and preparedness requirements from the federal and state government are met through local planning efforts; maintains cognizance of relevant standards requirements systems lessons-learned best practices trends and compliance measures pertinent to emergency planning and use them to guide and enhance the emergency planning program; in accordance with KSA 48-929(d) and KAR 56-2-2 assist in the development and maintenance of the County Emergency Operations Plan (CEOP) and its supporting components ensuring it addresses the needs of Johnson County; as required by KAR 56-2-2 assist in the identification of mitigation actions and the development and maintenance of the County Mitigation Plan; works collaboratively with stakeholders and planning partners to continually improve all elements of the emergency planning system and its components; support organizational/jurisdictional emergency planning and preparedness by providing awareness guidance and resources (i.e. cities businesses community organizations etc.); assist in the development of regional state and federal planning efforts as needed to ensure for alignment integration consistency and optimal outcomes.
  • In support of emergency management planning efforts and the overall strategic mission works to continually develop partnerships with emergency management stakeholders in quality and quantity; works to ensure partners are engaged informed and included in ongoing planning and preparedness efforts; maintains and develops emergency managements contact management system ensuring accuracy and effective utilization; identifies and welcomes new partners and help facilitate appropriate introductions information exchanges and sustained partnerships; seek out and help facilitate opportunities to engage an ever-widening network of partners (e.g. Community Preparedness Initiative).
  • Supports the ongoing work of identifying and addressing risk and capability gaps; assists in the development of ongoing capability/needs assessments as required by local regional state and federal agencies and assist with all-hazard/threat analyses and vulnerability assessments as a part of the countys overall hazard analysis; participates in designing and conducting monthly ESF Workshops and progressive quarterly exercises to help identify and address capability gaps; documents tracks monitors and helps address identified improvement areas to ensure for continued capability development.
  • Supports Emergency Management Program initiatives projects and operational readiness and response activities including serving as on-call emergency manager for 24-hour coverage on a rotating schedule to perform operational responsibilities such as activating the Outdoor Warning Sirens and/or activating the Emergency Operations Center during severe weather watches/warnings significant hazardous materials incidents & other emergency/disaster situations requiring county coordination and response; performs related work in accordance with associated guidelines participate in ongoing maintenance training and capability development activities.

Job Requirements

Minimum Job Requirements:

Bachelors degree in Emergency Management Public or Business Administration Community Planning or related field. Six (6) months practical experience in emergency management planning development of community-wide programs or relevant experience.

This position serves as on call emergency manager for 24-hour coverage on a rotating schedule. Position required to work in emergency situations including when facilities may normally be closed (e.g. holidays). Position required to serve as 24-hour on-call Duty Officer on rotating schedule to handle emergency situations. Must be able to support and align work with the Principles of Emergency Management and the identified vision mission and values of Johnson County Government and the Emergency Services Department.

Must be able to collaborate successfully with wide range of diverse groups and individuals and do so in a variety of conditions and environments.

Experience can substitute for education and education can substitute for experience.

Preferred:

  • Previous experience working in emergency management and/or local government.
  • Experience working in environment that required demonstrated ability to maintain composure think clearly and make correct decisions in stressful situations.
  • Masters degree in the following field(s) of study: Emergency Management Public Administration Urban Planning Public Safety or related degree
  • IAEM Certified Emergency Manager Kansas Certified Emergency Manager.
  • Kansas Certified Emergency Manager (KCEM) and/or Certified Emergency Manager (CEM) as designated by the International Association of Emergency Managers (IAEM) or ability to achieve within first year of hire.
