King County Road Services Divisions Engineering Section is seeking aDrainage Engineer / Project Manager (Engineer III) to join our dynamic team! The successful candidate will serve in a lead role on a multidisciplinary team overseeing consultant designs for drainage improvement projects and fish passage restoration projects delivered through contract construction as well as in-house designs constructed by King County Roads Maintenance construction crews. This position is responsible for ensuring that all engineering designs comply with the King County Road Standards and the King County Surface Water Design Manual while fully integrating fish passage requirements and robust drainage design into the design and construction of stream crossings and roadway drainage systems. King County is the local service provider for the roughly one quarter-million people who live in the unincorporated areas of the county; collectively these communities would be the second largest city in the state. The Department of Local Services includes a Directors Office and the Road Services and Permitting Divisions. Together this department provides a single executive point of accountability for delivering local services to all unincorporated areas. Job Duties

Applyingequity racial and social justice principlesis a daily responsibility and a foundational expectation for all King County this role you will apply equity and social justice principles that exemplify shared values behaviors and practices to all aspects of the work.

  • Lead a team of drainage and fish passage design engineers by planning directing and monitoring their daily work on drainage improvement and fish passage restoration projects.
  • Develop and maintain project schedules budgets and work plans to ensure timely and effective project delivery.
  • Serve as a liaison between consultants construction contract administrators maintenance supervisors crew chiefs design engineers geotechnical and structural staff environmental teams and permitting agencies.
  • Prepare or manage the development of hydrologic reports geomorphic assessments hydraulic analyses and modeling reports drainage design reports construction plans specifications special provisions and cost estimates.
  • Review and approve drainage design reports stormwater conveyance and treatment design and fish passage design packages along with construction plans specifications and engineers estimates. Ensure all designs comply with the King County Road Standards King County Surface Water Design Manual and applicable local state and federal environmental regulations.

Experience Qualifications Knowledge Skills

Minimum Qualifications:

  • Strong knowledge of civil engineering principles with demonstrated experience in drainage design and fish passage design.
  • Experience with floodplain and hydrologic modeling tools such as HEC-RAS and MGS Flood as well as geomorphologic analysis of streams and rivers.
  • Proven ability to design stormwater conveyance and treatment systems in compliance with regulatory and environmental standards.
  • Experience preparing and reviewing construction plans specifications and estimates for drainage and fish passage projects.
  • Familiarity with drainage and roadway feature maintenance construction practices design principles and applicable standards.
  • Effective leadership skills including the ability to manage and mentor staff hold crucial conversations and apply sound project management principles.
  • Demonstrated success working in and contributing to a diverse and inclusive team environment where differences are valued and respected.
  • Excellent organizational skills with the ability to manage a high volume of projects prioritize competing tasks and maintain attention to detail.
  • Strong problem-solving and conflict resolution skills.
  • Proficiency in Microsoft Office Suite including Word Excel Project and Access.

Desired Qualifications:

  • Professional Engineer (PE) license in the State of Washington
  • Project Management training and/or Project Management Certification

Requirements:

  • A valid Washington State drivers license

Working Environment:

  • Work in the field may require driving within the King County Road network while using street maps to determine and reach the field location
  • Work outdoors which may require walking on uneven rocky or rough ground or working in inclement weather for extended periods of time
  • Field conditions will sometimes include being in the traffic environment to work outside for long periods of time
  • Work in the office requires sitting for long periods of viewing video monitors Required to sit talk listen and hear; frequently required to use hands to finger feel or handle writing instruments computer and office supplies which require repetitive arm wrist and hand movement
  • Specific vision abilities include close distant color and physical activity
  • Ability to work either an early or later schedule to provide adequate coverage of the Emergency Management Center

Supplemental Information

The interviews for this position are scheduled to take place the week of January 5 2026.

This recruitment will be used to fill one career service position and to create an eligibility pool to fill additional vacancies that may occur within the next six months.

Work Schedule:
The work week is Monday-Friday with 8-hour days and variable shifts. This position is non-exempt from the provisions of the Fair Labor Standard Act and is eligible for overtime pay with prior supervisor approval. The employee will report to work either at King Street Center (201 S Jackson St Seattle) and/or Renton Maintenance Facility (155 Monroe Ave NE Renton).

Emergency Designation Status:
This position has been designated as: Non-Mission Critical - Employees who staff county functions or services that may be delayed suspended or diverted in an emergency while essential functions are prioritized Mission Critical. Unless otherwise directed by the County Executive department director or agency head all employees regardless of designation are expected to report to work or request leave during an emergency or inclement weather.

Work Location:
This is a hybrid position. The work associated with this position will be performed by teleworking field work onsite work and meetings as needed. The successful candidate will be expected to report to the office for onsite work typically 2 times per week. The frequency of onsite work may vary based on business or operational needs and be adjusted accordingly. Employees will have access to shared workspaces at various King County facilities. The employee will report to work either at King Street Center (201 S. Jackson Seattle WA 98104) and/or Renton Maintenance Facility (155 Monroe Ave NE Renton WA 98056). Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. King County has a robust collection of tools and resources to support working remotely.
