This position will be part of both a Project Delivery Team and a Technical Team (Right of Way Section) responsible for facilitating coordination and communication between pre-construction and right-of-way. They will be responsible for the acquisition of property needed for the construction operation and maintenance of capital improvement projects (highways airports buildings and other public facilities) through negotiation or eminent domain proceedings. This position like other positions within the Right of Way Agent series will be called upon to provide right of way support services to other sections as required.
The primary responsibility of this position is the acquisition of property for construction of capital improvement projects through negotiation or eminent domain action and providing relocation assistance to displaced persons. You will coordinate and perform right-of-way activities from early conceptual planning of projects through completion of acquisitions and relocations construction and project close-out. Duties will include managing coordinating and administering right-of-way activities for airport highway and facility projects which involves project estimating scheduling and scoping and the coordination of actions and decisions regarding timeliness and cost considerations. The position requires an ability to identify property on right of way maps and design plans and an understanding of real estate principles and practices. You will review real estate documents plans studies and reports in coordination with the engineering unit; and facilitate coordination and direct communication with the public and with preconstruction and construction sections providing early identification and resolution of issues and concerns during project development.
A ROW Agent 1will be introduced to the principles of real property (title appraisal acquisition and relocation) by on-the-job training and by attendance in right of way courses. On-the-job training requires that a ROW Agent I perform duties under close supervision and is assigned duties associated with small scale acquisition assignments. When a ROW Agent 1 progresses to the point they perform duties efficiently without close supervision they may be flexed to a ROW Agent 2.
A ROW Agent 2 position will facilitate coordination and communication both within the right of way section and other pre-construction sections. They will be responsible for the acquisition of land and improvements needed for construction projects for highways airports buildings and other public facilities. They will be responsible for preparing Request for Proposals and professional service agreements for ROW services including Appraisals Acquisitions and Relocations.The State of Alaska Department of Transportation and Public Facilities mission is to Keep Alaska Moving. This position is centrally located in Fairbanks on Peger Road. The work environment is primarily an office environment and includes regular meetings with the public with occasional trips to the project site. The Northern Region DOT&PF team is comprised of multi-disciplinary professionals and the daily work environment is highly collaborative.
