BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Operations Unit strives to enhancing its operational support capacity to RBs Cairo and Bangkok its respective WFP countries offices in order to address the acute need for security risk management-related support in an increasing number of high-risk areas of operational areas covered by RB Cairo. The position also aims at strengthening operational guidance relating to RBC and emergency context to the Director of this context the position accommodated in HQ is highly required to address the presently overstretched capacity of RBC Security. The position also adheres to the strategic objective to attract and retain talented WFP professionals hereby to provide mentoring and capacity building to WFP national security professional operating in high-risk environments.

Proficiency in Arabic and English will directly impact the selection of the incumbent.

Under the direct supervision of the Chief of Operations the incumbent will perform the following duties:

ACCOUNTABILITIES/RESPONSIBILITIES:

Draft advice guidance recommendations related to security risk management capacity in RBC for the Director of Security and Chief of Operations in direct support of the Divisions strategic also includes security-related access considerations in preparation of the Technical Access Cell. Provide an initial review of SRMs LCSSB RSM produced within the UNSMS in RBC as it directly affectsWFPoperations;identify potential issues for WFP and hand over for identification of solutions tothe Chief of coordination with the Analysis unit support theliaison process with RSO and Security professionals across RBC to improve the timeliness accuracy and credibility of security reporting from the Field to SEC HQ as prescribed in the WFP Security reporting guidelines. Support the implementation of SAM recommendations at RBC CO level (procurement need plans and requests support guidance on key security documentation and processes etc). Provide recommendations on funding and implementation of security-related needs identified in SRMM/eTREMP for RBC review funding request for the Security Emergency Fund from RBC and advise the Chief of coordination with the RSO RBC maintain an overview of security staffing structure and needs across RBC and advise the Chief Operations as well as the Staffing Coordinator of forthcoming needs for emergency deployments and surge -develop SRM-related operational toolkit guidance processes aiming at optimizing operational support to the field. Participate in the preparation and reporting on regular security operation coordination meeting and products (including but not limited to RSO meetings Weekly Analytical and Coordination meeting (RBC) SEC Weekly updates (RBC) Operations participation in the Operational Task Forces (RBC). Contribute to cross-cutting learning and development initiatives related to security including but not limited to (D)CD training FSO/LSA/RSO guide WFP Programme-related guidance with security considerations WFP Emergency response policy and training framework Onboarding package for Security coordination with the Ops Security Officer and Regional Security Officer participate to the relevant engagement forums on the development of Country Strategic Plan and support the e-Programme Review and Planning process for prioritized countries in RBC. Advice the security director and following up on air aviation requests from COs aiming to obtain the required approvals and clearance from HQ after consultation with aviation safety and insurance Advice and guide COs on the process of air aviation along with the available information by DSS to help decision makers to make an inform decision. Provide the required support and advice for all WFP regions in all related procurement matters which include establishing new LTAs in coordination with procurement unit to submit all the required technical proposals. Participating in the annual procurement plan along with the review of the current available LTAs. Support and participate in HQ security division process which linked to the unit workplan to provide the required support and contribution as required and approved by supervisor. Review and submit MSCR requests from COs for all regions and provide an operational review with coordination with the CO and RB aiming to provide the required operational support for WFP missions. Support the Operations Teams on other regions or perform other tasks as directed by the Chief of Operations.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Operational inputs on RBC to various corporate processes tools products as above described.
  • Optimized reporting from RBC security country teams in both frequency and quality.
  • Optimized security inputs into RBC CSPs and Budget revisions.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced University degree in Security Management International Relations or Law Enforcement or other relevant field or First University degree with additional years of related work experience and/or training/courses.

UNDSS or WFP LSA certification

Experience:

Experience in security risk management including implementation SRM processes access and negotiation crisis management in a WFP L3 emergency setting.

Knowledge & Skills:

Specialized knowledge of security risk management; understanding existing UNSMS policies and processes including WFP Security policy framework; demonstrated knowledge in security-related crisis management (contingency planning activation of security plan and associated procedure) demonstrated skills in negotiation to enhance access at field level first response training capacity is desirable.

Excellent communication skills both written and verbal.

Languages:

Fluency (level C) in English and Arabic languages.
