Job Summary

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water managing wastewater and stormwater and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. DEPs water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire a Staff Analyst I for the Strategic Services Division Drinking Water Operations Directorate located in Valhalla New York.

The Strategic Services Division is responsible for Risk Management Program and Process Safety Management Programs (RMP/PSM) Environmental Health and Safety (EHS) compliance personnel training and travel operations maintenance and procurement of all water supply assets related to NYC Water Supply. This Strategic Services division also oversees the Respiratory Protection Program at Drinking Water Operations (DTO) facilities the Strategic KPI/Asset Management Computerized Maintenance Management System (CMMS) and the bulk storage program for the Bureau of Water Supply.

Under supervision of the Deputy Director of Strategic Services the Staff Analyst I will serve as Strategic Services Coordinator and will support the Risk Management Program and Process Safety Management Programs (RMP/PSM) and ensure compliance with Environmental Health and Safety (EH&S) regulations at the Department of Environmental Protection (DEP). Their responsibilities span administrative compliance documentation and interagency coordination functions. The Strategic Services Coordinator will perform administrative tasks interacting with personnel and regulatory agencies. Specific duties include:

- Providing administrative support to the Strategic Services division. This includes data entry in shared folders and Agency Incident Investigation and Management Systems (AlIMS) and SharePoint routine clerical operations such as filing typing photocopying managing and maintaining flat files. Keeping records and information well organized and consistent with management systems.

- Preparing and updating procedural and operational procedures derived from a work-group session and ensure workflow is smooth and organized.

- Performing professional technical work in development and maintenance of charts and graphs and utilizing CMMS as part of asset mechanical integrity.

- Ensuring accurate distribution of management sections organizing scheduling facility inspections setting up conference calls attending meetings auditing and providing sign-in sheets and meeting summaries as needed.

- Supporting Drinking Water Operations (DWO) personnel activities including personnel actions/packages travel and training packages and liaising with the bureau Human Resources (HR). Updating organizational structures and databases.

- Creating maintaining and updating databases Compliance Tracking Systems (CTS) and spreadsheets for DWO Permits including the New York State Pollutant Discharge Elimination System (SPDES) report for all DWO facilities and Certificate of Fitness (CoF) etc.

- Updating the RMP/PSM program sections and maintaining liaison with other divisions within the DEP or external agencies for documents as required to fulfil training and management sections of RMP/PSM.

- Assisting with requisition procurement actions and conducting economic research and studies.

- Preparing analyses of program expenditure options at DWO and identifying analyzing and preparing report on variances between planned and actual expenditures.

- Overseeing the installation of new systems and procedures including the conduct of related training of appropriate staff.


License Requirement:

A Motor Vehicle Driver License valid in the State of New York in order to perform site visits equipment testing inspections and to attend meetings with project stakeholders.

Qualifications :

A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school; or

A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area.

An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in 2 above.

A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in 2 above.

A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma.
