The HIV/AIDS Services Administration (HASA) is the most comprehensive program of its kind in the country helping New Yorkers living with HIV or AIDS live healthier and more independent lives. We assist with an individualized service plan that targets the support and necessary benefits that are specific to a clients medical situation that will enhance his or her well-being. HASA provides intensive case management rental assistance emergency and non-emergency housing and assistance with applying for public benefits and services including Medicaid food stamps and cash assistance. HASA also provides vocational services that prepare clients for work. With counselors to help identify barriers to employment clients can select vocational goals and receive support. Other HASAs services includes home care and homemaking services mental health and substance abuse screening and treatment referrals transportation assistance referrals to community-based organizations and SSI or SSD application and appeal.

HIV/AIDS Services Administration (HASA) is recruiting one (1) Principal Administrative Associate II to function as a Single Room Occupancy (SRO) Audit and Billing Specialist.

Under the direction of the Deputy Director of SRO Audit and Billing with latitude for the exercise of some independent action and decision making is responsible for difficult and specialized responsibilities as they relate to Single Room Occupancy (SRO) auditing and billing processes. The Specialist completes audit and billing processes inclusive of charges audits payments overpayments overrides etc. while complying with specific unit protocol. The Specialist integrates Agency regulations requirements and procedures to auditing processes ensuring that corroborating documentation is attached to the billing invoice. The specialist meets deadlines instituted by the Deputy Director and completes payment authorizations and periodic audits on SROs under their supervision to ensure that each SRO facility is adhering to addition the SRO Audit & Billing Specialist audits sites with consecutive errors in their billing submissions and details the sites area of weakness to the Deputy Director.

Single Room Occupancy (SRO) Audit and Billing Specialist will:

- Establish the accuracy and validity of invoices vouchers and supporting documentation through audits enabling the detection of errors discrepancies duplications and/or multiple submissions.

- Authorize SRO payments after comparing names and demographic information on billing invoices against HASA electronic databases i.e. FACTORS WMS and AIRS to verify occupant as a HASA client and the date(s) of facility occupancy and other relevant information regarding the invoice. Monitor track and process overrides of corrected bills previously rejected for the inability to reconcile through database information.

- Prepare daily activity reports for the Deputy Director on the status of shelter recoupments closed cases and cases that are being referred for administrative review because of discrepancies in billing invoices where fraud seems evident.

- Prepare detailed W270s OR W25s to HASA Case Management staff to initiate budget corrections where necessary and to advise management staff of cases where budgeted rent is ceased and clients are identified as having been placed in SRO facilities.

- Investigate requests for retroactive payments and determines the accuracy of the request prior to submission to the Director of SRO Audit and Billing for payment.

- Review and investigate the SRO payment status of closed cases where clients were residing in SRO facilities and facilities are submitting invoices for services. Complete the necessary paperwork to retroactively pay requesting facilities.

- Process and inform the Deputy Director of all Exception to Policy situations with SRO facilities that require the review and authorization of the SRO Audit and Billing Director and/or the signature of the Deputy Commissioner of HASA regarding payments.

- Participate in unit meetings with SRO audit and billing staff to review corrective action plans initiated and determine their effectiveness in the processing of billing and auditing actions.

Qualifications :

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in 1 above; or
3. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in 1 above;
4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must possess the one year of administrative or supervisory experience as described in 1 above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in 1 above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
