Main Purpose of Job

The Program Manager Senior I position serves as the manager of the Oil Control Program (OCP) which is a core environmental program within the Land and Materials Administration (LMA). This role primarily directs and coordinates oil pollution and tank management activities. It involves serving as the senior manager for a staff of approximately 46 technical and administrative professionals across three divisions- the Compliance Division the Remediation Division and the Aboveground Storage Tank (AST) and Permits Division. The position also manages the Information Management and Quality Assurance Section.

The position is responsible for ensuring the Oil Control Program carries out the statutory mandates of Environment Article 4 Subtitles 4 6 and 7 and the requirements set forth in Code of Maryland Regulations 26.10 Oil Pollution and Tank addition the manager must ensure compliance with federal law and regulations related to underground storage tanks.

The incumbent will be required to drive a State vehicle. If you hold an out-of-state drivers license you must provide a certified copy of your driving record from the issuing states Motor Vehicle Administration at the time of hire. All individuals must maintain a drivers license with no more than 5 points on their driving record to operate a State vehicle.

MINIMUM QUALIFICATIONS

EDUCATION:Possession of aBachelors degree from an accredited college or university that includes 30credits in engineering biological environmental physical sciences or otherappropriate technical education or possession of a Bachelors degree from anaccredited college or university in Environmental Law or Environmental PublicPolicy or other appropriate related degree.

EXPERIENCE:Six (6) years ofexperience supervising a professional staff in an environmental field orexperience as an environmental project manager including assigning taskssetting priorities and reviewing work products.

DESIRED OR PREFERRED QUALIFICATIONS

  • Masters degree in Environmental Science Environmental Engineering or Geology.
  • Maryland Certified Underground Storage Tank (UST) System Inspector.
  • Professional work experience or knowledge with incident management frameworks particularly the Incident Command System (ICS).
  • Five (5) years of supervising professional staff experience in oil and gas environmental management or a related field.
  • Comprehensive knowledge of federal State and local environmental laws and regulations including those related to petroleum and hazardous materials.
  • Professional experience in spill containment mitigation and remediation methods for petroleum and hazardous materials.
  • Ability to analyze and interpret environmental data to assess impacts and ensure compliance.
