The Digital Modernization Division at ICF is a rapidly growing technology-driven team delivering strategic IT and consulting solutions to public and private sector clients. We are seeking a Developer to support the Department of Defense (DoD) Child and Youth Programs (CYP) a mission-critical initiative providing military and DoD-affiliated families with access to affordable high-quality childcare which directly supports force readiness morale and retention.

In this role you will contribute to the modernization and integration of legacy CYP systems through custom modular web application development. Our team collaborates closely with government stakeholders and contractors to deliver secure high-performance public-facing applications. This position offers the opportunity to support meaningful outcomes for military families while applying cutting-edge development practices in a dynamic agile environment.

What youll be doing:

Manage and support daily development work for one or more project teams by:

• Designing developing and maintaining RESTful APIs 8andC#.
• Implementing clean maintainable and scalable code followingClean Code Architectureprinciples.
• Creating and maintaining data access layers usingEntity FrameworkandLINQ.
• Writing unit and integration tests using xUnitto ensure application quality.
• Developing and optimizingSQL Serverqueries stored procedures and schema changes.
• Supporting dynamic document generation and reporting features.
• Using GitHub for version control branching and pull requests.
• Collaborating with QA DevOps and Product teams during sprint planning backlog grooming and code reviews.
• Participating in root-cause analysis bug fixes and performance improvements.
• Following Agile development practices and contributing to sprint deliverables.

What you must have:

• 5 years of professional experience ( 6/7/8)andC#development.
• 3 years of experience developing and maintainingREST APIs.
• 3 years of experience withSQL Server including stored procedures and query optimization.
• 3 years hands-on experience withEntity Framework CoreandLINQ.
• 3 years of experience writing and maintaining automated tests withxUnitor similar frameworks.
• 3 years of experience using GitHub or similar tools for version control and collaboration.
• Ability to obtain and maintain Public Trust.
• MUST RESIDE in the United States (U.S.) and the work MUST BE PERFORMED in the United States (U.S.) as this work is for a federal contract and laws do apply.
• US Citizen or Permanent Lawful Resident (Green Card Holder) due to federal contract requirements.

• Bachelors degree in Computer Science Information Systems Engineering or related technical field.
• Knowledge ofClean Code Architectureand SOLID principles.
• Experience with dynamic document generation (e.g. PDF or Word automation).
• Familiarity with Agile/Scrum environments.
• Excellent problem-solving debugging and time-management skills.
• Excellent attention to detail and ability to deliver high-quality code.
• Ability to work independently as well as part of a cross-functional team.
