Job Description:
The Philadelphia Department of Public Healths Division of Disease Control (DDC) is responsible for the operation and maintenance of reportable disease surveillance systems and other key public health databases. DDC uses public health data to prepare for public health emergencies monitor and track reportable diseases/conditions respond to disease outbreaks and provide education to the community on how to stay safe and healthy. Systems under DDC purview include those used by the following programs: Immunizations Acute Communicable Diseases STD Control and Health Center 1 Public Health Preparedness and Viral Hepatitis.
The Senior Data Analyst role will support data systems reporting and informatics within the Division of Disease Control. Responsibilities will include managing the full life cycle of data analytics providing support to the Epidemiology Program Manager and other DDC epidemiology and informatics staff and assisting with DDC and PDPH analytics needs.
This job involves viewing a CRT or VDT screen 50 to 75 percent of the time. The position may require some travel and occasional participation in off-site functions.
The position requires responding to public health emergencies and at times requires rapid turnaround of communications on short notice.
This is not remote work. All City and City-embedded employees are required to work full-time from the Philadelphia Department of Public Health offices as assigned.
Responsibilities:
- Oversee the full life cycle of data analytics including requirements gathering analysis design data identification data collection data transformation and delivery of results/reporting.
- Create and maintain custom data repositories including database design and construction.
- Safeguard PDPH DDC protected health information (PHI)
- Mentor junior team members in coding techniques and best practices
- Develop update and conduct quality control procedures and code checks/validation to ensure the integrity of DDC and PDPH systems
- Collaborate with DDC and PDPH staff to address issues impacting data quality including but not limited to response bias/aberrant responding system issues and data entry & collection errors
- Develop appropriate statistical models to analyze research data
- Support senior and junior staff to analyze study data for technical reports journal articles and conference presentations
- Support public health emergency responses
- Review Division data visualizations in various platforms (Tableau R-posit/R-Shiny ESRI) for clarity and accuracy
- Other duties as assigned
Required Skills:
- Excellent communication skills both written and oral
- Ability to communicate about complex topics
- Ability to understand and manage complex databases
- Ability to navigate complex data logistics
- Must be available to work occasional weekends or after hours
- Must be able to lift 25lbs
Experience:
- 3-5 years of experience in a public health or related field
- Experience with managing disease surveillance systems or other public health data repositories
- Experience creating and building dashboards in Tableau as well as creating datasets for the application
- 5 years of Immunization Information System (IIS) or related experience preferred
- Experience with HL7 experience preferred
- Experience with SQL
- Experience with SAS/R
- Experience with data visualization software preferred
- Knowledge of reportable diseases and immunizations
- Understanding of interoperability standards
Education Requirement:
- Masters degree in public health epidemiology or health informatics
Required Qualifications:
- Ability or willingness to learn to code in SQL
- Ability to code in SAS
- Must be available to work occasional weekends or after hours
- Must be able to lift 25lbs
