Position Summary
The HR & Payroll Plant Manager is responsible for leading all human resources and payroll functions at the Chihuahua manufacturing facility. This role ensures legal compliance supports organizational development manages labor relations and drives employee engagement and development. The position also oversees accurate and timely payroll processing in compliance with Mexican labor laws and internal policies.
Key Responsibilities
Human Resources Leadership
- Partner with plant leadership to support business objectives through effective HR strategies.
- Lead talent acquisition efforts for the plant ensuring the attraction and retention of qualified personnel.
- Champion employee engagement development and performance management programs.
- Oversee training and succession planning to build internal capabilities.
- Ensure compliance with STPS IMSS INFONAVIT and other local labor regulations.
Payroll and Compensation Administration
- Manage and process plant payroll on a Weekly basis ensuring compliance with federal and state laws (LFT).
- Ensure accurate calculation and timely payment of salaries overtime bonuses severance and social security contributions.
- Coordinate with external vendors for audits tax declarations and payroll system updates.
- Maintain proper documentation and confidentiality of all payroll and personnel records.
Employee Relations & Compliance
- Serve as the primary point of contact for labor relations handling grievances investigations and disciplinary actions.
- Develop and enforce company policies and procedures in accordance with labor laws and corporate guidelines.
- Collaborate with legal counsel on employment-related matters union negotiations (if applicable) and regulatory audits.
HR Systems and Reporting
- Maintain HRIS and payroll systems ensuring data accuracy and system integrity.
- Provide regular reports and KPIs related to headcount turnover compensation and compliance.
- Support budget planning and labor cost forecasting.
Qualifications
- Bachelors degree in Human Resources Business Administration Accounting or related field; Masters degree preferred.
- 8 years of progressive HR experience in a manufacturing or industrial environment including at least 3 years in payroll management.
- Strong knowledge of Mexican labor law payroll regulations and HR best practices.
- Experience with HRIS and payroll platforms (e.g. TRESS SAP Workday or similar).
- Demonstrated ability to lead teams influence senior management and drive cultural change.
- Bilingual in Spanish and English (written and spoken) is required.
Training & Development
- Identify training needs and coordinate programs that enhance employee skills and leadership competencies.
- Oversee onboarding processes to ensure new employees are effectively integrated.
- Support continuous learning career development and succession planning efforts.
