Job Duties
This position serves as the Foreign Labor Certification (FLC) program manager ensuring compliance with agency obligations under H-2A and H-2B guest worker programs. Manages program activities and workload (job order review and processing H-2A housing inspections prevailing wage and practice surveys). Manages FLC budget and prepares annual grant application. Provides technical assistance to employers. Collects analyzes and reports data. Prepares training materials and conducts staff training. Coordinates with the State Monitor Advocate to process complaints in accordance with the Employment Service Complaint System.
Minimum Qualifications
Knowledge of agricultural issues trends and business practices; program management and evaluation principles; and management practices.
Strong interpersonal leadership problem solving computer oral and written communitication and consulting skills.
Ability to manage grant and budget activities; interpret laws and regulations; implement related policies and procedures; work effectively with diverse groups; conduct interviews and surveys; make presentations; collect and analyze data; recommend strategies to enhance program performance; prepare reports; provide technical assistance; create training curriculum and effectively present new information to diverse audiences; examine FLC applications and issue clear written decisions based on regulatory requirements; delegate tasks and manage workload of staff; analyze program processes for effectiveness and efficiency and recommend/implement improvements; and ensure program compliance to fulfill federal grant obligations.
Additional Considerations
Spanish oral and written fluency.
Knowledge of the FLC programs and agricultural trends and business practices especially as related to Virginia.
