Main Purpose of Job

The main purpose of this position is to provide administrative oversight for all maintenancerenovation emergency repair and facilities infrastructure enhancements for MSP facilities statewide. This oversight is necessary to ensure field maintenance personnel are properly monitoring and addressing projects involving electrical mechanical plumbing structural ADA compliance asbestos and lead abatement renovations building additions and barrack upgrades. This position involves varying levels of project management including contract with many levels of government and numerous commercial vendors. The position reviews the annual inspections of agency buildings to properly address and prioritize preventative maintenance and project justifications. It also monitors internal requests submitted through the web ticketing system for service to ensure personnel address facility issues in a timely manner. This position assumes full responsibility for the Facilities Management Division in the absence of the Director.

POSITION DUTIES

Directly supervises Facilities Management staffing to includeAdministrative Operations Fuel Administration and all SecurityOperations. This includes addressing staffing vacancies Divisionpersonnel Performance Evaluations and project assignment according toskills in trades and/or license.

Act as first line supervisor to Administrator III OperationsEnvironmental Compliance Specialist and the Security and TrainingSpecialist. Ensure maintenance team is actively engaged in themaintenance renovation emergency repair and facilities infrastructureenhancements for MSP facilities statewide.

Identify areas where the agency should create/pursue service contracts toaccomplish Division program objectives within fiscal constraints.

Monitor maintenance contracts to ensure contractors are completingwork according to contract specifications.

Provide operational input to architectural and engineering design team(s)to ensure feasibility of proposed drawings and space utilization duringpre-construction conferences.

Provide operational input to design team(s) regarding various securityelements at MSP facilities.

Coordinate and oversee annual facility inspections from FacilitiesManagement personnel.

Directly oversee the Divisions Decentralized Line Inspection Program.

Develop review and update Division Standard Operating Procedures(SOPs).

Ensure Division complies with all Environmental Compliance Programsto include Waste Disposal Hazardous Waste Petroleum Storage andHandling Air Quality Wastewater Discharges Pesticide Use Right toKnow and Toxic Release Inventory.

All other duties as assigned by the Director.


MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school orpossession of a high school equivalency certificate (GED).


Experience: Six (6) years of experience in thecomprehensive review of implementation of buildings and grounds maintenance andrepair programs. Two (2) years of which must have been at the administrative levelwith responsibility for fiscal planning to include cost analysis; procurementto include development of specifications and construction management; energyuse analysis; and management and supervision of staff

.

Note: Education from an accredited college or universitymay be substituted for the non-administrative experience on a year-for-yearbasis for up to four years of the required experience. Preference will be givento disciplines in civil electrical mechanical or structural engineering.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:


1. Have experience in Project Management to includeelectrical mechanical ADA compliance asbestos and lead abatement renovationsbuilding additions and upgrades.

2. Have experience in building construction and design.

3. Have experience in facilities management in terms ofplanning organizing and managing routine maintenance as well as emergencyrepair.

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned dutieswhich require the operation of a motor vehicle. Employees assigned such dutieswill be required to possess a motor vehicle operators license valid in theState of Maryland.

SPECIAL REQUIREMENTS

In accordance with Section 2-204 (b) (6) of the PublicSafety Article candidates for positions in this classification will be subjectto an initial drug screening a physical examination and a complete criminalbackground investigation before permanentappointment can be made. A criminal conviction may be grounds for rejection ofthe candidate.

SELECTION PROCESS

The selection process for this recruitment will involve areview of each application. Applicants who meet the minimum qualifications willbe placed on an eligible list in the BEST QUALIFIED BETTER QUALIFIED orQUALIFIED category and remain eligible for consideration for at least one yearfrom the date of examination. The list will be used by the hiring manager toselect the individual to fill the vacancy.
