***The Target Pay Range typically considered for this position is $93408 - $130320 annually. The Full Pay Range for this WMS Band is $71004 - $130320 annually. Compensation decisions are determined using factors such as job-related skills experience and education or training. L&Is Division of Occupational Safety and Health (DOSH)administers the Washington Industrial Safety and Health Act (WISHA) law by developing and enforcing rules that protect workers from hazardous job conditions.


DOSH is seeking a Standards Technical & Laboratory Services Operations Manager a dynamic and highly influential WMS leader responsible for statewide oversight of eight critical occupational and public safety certification and licensing programs including:


  • Asbestos Worker & Contractor Certification
  • High Hazard Facility Training & Certification
  • Fire-Resistant Materials Applicator Certification
  • Construction & Maritime Crane Certification
  • Explosives Licensing
  • FIIRE (Firefighter Injury & Illness Reduction Effort) Initiative
  • Safety Requirements for Charter Boats
  • Adult Entertainment Safety Standards


This position is central to ensuring Washingtons employers and workers have the training certifications and protections necessary to work safely every day. You will lead a high-impact team collaborate with statewide stakeholders partner with fire departments and industry leaders and manage programs that directly support Washingtons 200000 employers and 2.6 million workers.

For this position telework is permitted full time with the requirement to report to the office for addition this position will require travel to a variety of events to meet with external parties throughout the state. The assigned duty station for this position is Tumwater WA.

Duties

Some of what youll do:

As the STLS Operations Manager you will provide strategic leadership and high-level oversight to ensure all DOSH certification licensing and grant programs operate with integrity efficiency and full regulatory compliance. Your work will include:

Program Leadership & Strategic Oversight

  • Manage and improve statewide certification and licensing programs that ensure safe workplaces across diverse industries.
  • Lead program planning performance monitoring workload evaluation and team development.
  • Promote best practices and adapt operations to meet emerging industries and community needs.
  • Serve as a trusted representative to fire departments industry leaders labor groups and other stakeholders.

Regulatory & Policy Stewardship

  • Ensure consistent accurate and compliant application of occupational safety and health rules and statutes.
  • Oversee programs governed by WACs and RCWs related to asbestos high hazard facilities explosives crane operations and more.
  • Provide expert recommendations for DOSH leadership including the Assistant Director and Department Director.

Operational Excellence & System Improvement

  • Refine processes to enhance customer service system usability and program consistency statewide.
  • Translate operational needs into IT system enhancements through user stories and system improvement planning.
  • Lead continuous improvement initiatives that drive efficiency accountability and high-quality service delivery.

Financial & Resource Management

  • Oversee budgets ensuring programs remain within allotments and that financial resources align with program goals.
  • Determine staffing needs manage hiring and development and support a culture of excellence.

Qualifications

REQUIRED:

You qualify with one of the following:

Option 1

  • Bachelors degree in Business/Public Administration or related field
  • 2 years of progressively responsible experience in:
    • Regulatory certification or workplace safety programs
    • Program or operations management
    • Supporting or enhancing IT platforms (including user story development)
  • 2 years of supervisory or team-lead experience

Option 2

  • 6 years of experience in regulatory certification safety programs or operations management
  • 2 years of supervisory or team-lead experience
  • Strong proficiency with licensing/certification IT platforms and process improvement

Also Required

  • Strong knowledge of occupational safety and health regulations
  • Demonstrated ability to develop implement and improve processes
  • Excellent communication and leadership skills

DESIRED:

  • Masters degree (MBA MPA Info Systems or related field)
  • 5 years working with DOSH certification systems or similar platforms
  • Proven success leading change and driving system enhancements
  • Experience managing enterprise-level process improvement efforts
  • Advanced knowledge of federal/state occupational safety & health regulations
  • Demonstrated ability to influence policy and advise senior leadership
