Job Summary

THE POSITION

The Utilities Operations and Maintenance Supervisor position within the Wastewater Collection division is tasked with overseeing and coordinating the personnel responsible for maintaining the Citys wastewater collection system throughout Sacramento. This position serves as a leadership role on various Department of Utilities projects and manages the team and equipment that are critical to our mission of providing our customers with dependable wastewater services in a safe fiscally responsible and environmentally sustainable manner. They will be responsible for writing regulatory reports personnel evaluations and issuing discipline if necessary.

IDEAL CANDIDATE STATEMENT

The ideal candidate for this role will be well-versed in the wastewater collection system and be knowledgeable of regulatory compliance and safety requirements. They will be expected to operate with minimal guidance show self-motivation take directives assign responsibilities and complete tasks efficiently. The ideal candidate will be comfortable working with others in a team environment and capable of making difficult and unpopular decisions at times.

To layout assign and supervise the work of crews on the construction maintenance and repair of water distribution wastewater collection and storm drainage systems.

SUPERVISION RECEIVED AND EXERCISED
General supervision is provided by a higher level position. Responsibilities include the direct and indirect supervision of water wastewater and drainage field operations personnel.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Depending upon assignment duties may include but are not limited to the following:

  • Layout assign supervise and participate in the construction relocation maintenance and repair of water mains sewer lines storm drains meters hydrants valves motors pumps chlorinators and related appurtenances.
  • Estimate quantities and order materials and equipment.
  • Oversee the acquisition and purchase of necessary supplies.
  • Maintain work time equipment and material records; make reports of work performed.
  • Inspect work in progress; assist crews in resolving difficult work problems; instruct crew members in proper work techniques and use of equipment.
  • Ensure compliance with regulatory safety certification and training requirements.
  • Work with contractors to insure proper size location and placement of water sewer and drainage connections.
  • Explain the effect of work projects to adjacent property owners.
  • As assigned oversee a meter repair operation and write specifications for new water meters.
  • Contact utilities customers concerning complaints.
  • Coordinate work with other utilities and crews.
  • Assist in locating utility lines and appurtenances.
  • Assist in budget preparation and administration.
  • Determine jurisdictional limits of responsibility in field operations.
  • Supervise train and evaluate subordinates.
  • Implement plans and coordinate with Police and Fire in emergency situations.
  • Service and close flood gates.
  • Respond to hazardous materials calls for the division.
  • Other related duties may also be performed; not all duties listed are necessarily performed by each individual holding this classification.

QUALIFICATIONS

Knowledge of:

  • Computer operation in order to enter and retrieve information in designated software such as the Computerized Maintenance Management System (CMMS) to receive and send e-mails and complete forms and reports.
  • Methods materials practices and equipment generally used in the construction maintenance and repair of water distribution wastewater collection or storm drainage systems.
  • Location and general characteristics of the Citys water wastewater or storm drain systems.
  • Occupational health and safety standards and practices associated with the work.
  • Principles and methods of plumbing and hydraulics as related to the work.
  • Principles and practices of supervision training and performance evaluation.
  • Confined space entry techniques.
  • Principles of the incident command system.
  • Hazardous materials and codes pertaining to chemical applications.
  • Flood fight procedures.

Ability to:
  • Perform computer operations and specialized business application in order to enter and retrieve information receive and send e-mails and keep records and prepare reports.
  • Keep records and prepare reports.
  • Estimate costs and determine personnel and equipment needs.
  • Understand and interpret engineering plans and work orders.
  • Work effectively with Utilities customers other employees contractors and the general public.
  • Work under emergency conditions and take appropriate action.
  • Supervise train and evaluate subordinates.
  • Recognize confined spaces.
  • Practice shoring techniques when appropriate.
  • Perform traffic control in a safe manner.

Education and Experience:
Any combination of education and experience that would provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education:
High School Diploma or G.E.D. equivalent.
- And -
Three years of experience as a UtilitiesOperationsand MaintenanceLeadworker in the City of Sacramento which must include two years in the specialized area (water wastewater or drainage).

OR
Six years of experience performing the duties of a supervisor or lead worker in underground installation construction and/or repair of water distribution sewer or drainage collection systems.

PROOF OF EDUCATION

Should education be used to qualify for this position then proof of education such as but not limited to university/college transcripts and degrees should be submitted with your application and will be required at the time of appointment. Unofficial documents and/or copies are acceptable.

An applicant with a college degree obtained outside the United States must have education records evaluated by a credentials evaluation service. Evaluation of education records will be due at time of appointment.

SPECIAL QUALIFICATIONS

Driver License:
  • Possession of a valid California Class B Driver License with the appropriate endorsements is required at the time of appointment and is a condition of continued who do not meet this requirement due to physical disability will be reviewed on a case-by-case basis.
  • Possession of a valid California Class A Driver License with appropriate endorsements is required for some assignments.

Certificate:
  • Possession of a Water Distribution Operator Grade III Certificate or higher issued by the State of California is required at the time of appointment to Water Distribution.
  • Possession of or ability to obtain by the end of twelve month probationary period a Collection Systems Maintenance Grade III Certificate or higher issued by the California Water Environment Association (CWEA) is desirable.

Assessment:
If considered for appointment candidates must pass a pre-employment drug test.

Respiratory Protective Equipment:
Work in this class requires wearing respiratory protective equipment at times. When assigned to such work facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment.

Residency Requirement:
Employees in this classification must reside within thirty-five (35) air miles from the freeway interchange at W-X Streets 29th-30th Streets within one year following appointment.

PROBATIONARY PERIOD
Employees must complete twelve (12) months of probation at a satisfactory performance level prior to gaining permanent status.

2. Training and Experience Exam: (Weighted 100%) The questions located at the end of the application are the Training and Experience (T&E) Exam. 3. Eligibility: Candidates who pass the Training and Experience Test will be placed on the eligible list. Candidates eligibility expires one year from the date of notification of a passing score for the Utilities Operations and Maintenance Supervisor (Wastewater) examination.

4. Screening Committee: (Pass/Fail) All candidates that pass the examination and are in one of the top three ranks will have their application forwarded to the hiring department for review.
