We are excited to announce that we are recruiting for a Finance Officer in the Office of the Governor Division of Administrative Services. This opportunity rarely opens but plays a vital role in ensuring the financial wellbeing of the Department. This position oversees a small team and is responsible for all accounting activities performed either directly or through supervised team members who manage both expenditure and revenue processes.


What you will be doing:

This position is responsible for oversight of all accounting activities either by performing those in this capacity or through subordinates. This position provides leadership and supervision of the Fiscal Section for both expenditures and revenues. This position develops updates and implements policies and procedures as necessary to ensure the Office of the Governor is reporting accurately and is in compliance with GAAP GASB and all relevant state and federal regulations. This position is also responsible for analyzing interpreting and reporting financial data modifying the accounting system structures and budgets establishing internal controls analyzing costs and providing the necessary tools to make well informed decisions. This position serves as the primary ALDER expert report developer and trainer.

Knowledge Skills and Abilities


Knowledge of:

  • Thorough knowledge of accounting theories concepts principles and methods.

  • Thorough knowledge of data processing as applied to financial control and accounting systems.

  • Skill in analyzing accounts interpreting the economic and statistical significance and interrelationships of financial data and preparing sound financial management recommendations.

  • Skill in preparing accurate complete and concise financial reports budgets and statements.

  • Skill in analyzing and implementing improvements to manual and/or automated financial systems.

  • Skill in communicating technical financial information to managers and professionals who do not have an accounting background.

  • Ability to design new approaches to existing programs resolve issues where governing laws and regulations are highly interpretive and precedents are nonexistent or conflicting and plan and coordinate problem resolutions that involve a number of organizational entities.

  • Ability to apply advanced technology operate new and old systems concurrently and conduct examinations requiring an integrated analysis of intricate and complex accounting systems business activities and financing.

  • Ability to instruct supervise and evaluate employees.

  • Ability to communicate effectively with others verbally and in writing.


Minimum Qualifications

Any combination of education and/or experience that provides the applicant with competencies in:

  • Financial Analysis: Knowledge of the principles methods and techniques of financial analysis forecasting and modeling to interpret quantitative and qualitative data; includes data modeling earned value management and evaluating key financial indicators trends and historical data.
  • Financial Systems: Knowledge of the standards architecture and specifications of automated financial systems including source documents system flows system interfaces and related internal controls.
  • Principles of Accounting: Knowledge of generally accepted accounting principles standards and practices (for example double entry accounting accrual accounting) including the full accounting cycle and the preparation of work sheets financial statements ledgers and journals.
  • Technical Credibility: Understands and appropriately applies principles procedures requirements regulations and policies related to specialized expertise.

Equivalent to those typically gained by:

Any combination of preparatory post-secondary education and/or progressively responsible professional level experience in accounting budgeting or financial management.
