About DVS
The mission of the Department of Veterans Services is to connect mobilize and empower New York Citys Veteran Community to foster purpose-driven lives for New York City Service Members past and present in addition to their caregivers survivors and families. DVS fulfills this mission by providing New York Citys approximately 200000 Veterans with essential services and programs focused on pivotal areas such as economic empowerment housing security benefits health and wellness and culture.
About the Role
DVS receives funding from the Private First-Class Joseph P. Dwyer Peer Support Program provided by the State of New York. This program aims to reduce Veteran isolation and related mental health issues by having Veteran community members meet with fellow Veterans in safe comfortable settings to help them cope with emotional challenges caused by or worsened by their military service. The program creates a unique healing community where Veterans and their loved ones can become part of a supportive life-affirming system helping them successfully adjust and reintegrate into civilian life.
In July 2024 DVS issued a Request for Proposal to a wide range of arts music health and wellness athletic culinary educational and other community-based providers to improve social engagement among U.S. Military Service Members past and present along with their caregivers survivors and families. The initiative aims to strengthen emotional wellness and promote help-seeking behavior thereby reducing social isolation.

Thirty-one organizations received micro-grants of $20000 to pilot their programs. We are now moving into a new phase where 24 providers have been chosen to join a Multi-Year Master Agreement Contract for future task orders once the Master Contract is approved and registered by the NYC Comptroller.

The PFC Dwyer Peer Support Program Coordinator reports to the Assistant Commissioner of Policy and Strategic Partnerships to assist with the following tasks and duties:

- Coordinate collaborations between DVS and Dwyer Program providers.
- Facilitate payment to Dwyer Program providers by assisting them in accessing Passport and PIP systems.
- Track and monitor implementation of Dwyer provider programs.
- Collect monthly data from Dwyer programs and enter information in SUNY/Albany School of Social Works Dwyer platform
- Participate in the monthly Dwyer Coalition Network meetings
- Assist in promoting Dwyer provider programs to immediate communities.
- Develop a learning community of best Dwyer Program practices.
- Quantitatively and qualitatively assess and analyze the success of Dwyer programs by developing and administering pre and post surveys of Dwyer program participants.
- Serve as an ombudsman to resolve issues that arise during the funding period.
- Review interim and final reports issued by Dwyer Program providers.
- Assist in issuing RFPs for future Dwyer funding.
- Assist DVS Fiscal Ops Team in procurement process for Dwyer providers
- Regularly connect and engage with agency partners non-profit partners and the community
stakeholders to identify service gaps and emerging needs.
- Maintain the ability to work flexible hours including nights and weekends.
- Attend regularly scheduled staff meetings and ongoing trainings.
- Represent DVS at public meetings on a needed basis.
- Assist in responding to Veterans requests for food through the Vitronectin platform powered by Combined Arms.
- Perform other duties as assigned.

Qualifications :

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
