The Positions
DWES is hiring for multiple positions in the Contract Compliance Officer series.

Working for the City of Oakland

Contract Compliance Officers implement the Citys Contracting Equity program including:
  • Outreach to local businesses interested in becoming City contractors
  • Reviewing applications and certifying local and small businesses
  • Enforcing local business participation requirements on City contracts
  • Enforcing City Contractor Labor standards including local hire and prevailing wage laws
DWES employees may apply to telecommute up to two (2) days per week subject to operational needs.

What you will typically be responsible for:
  • Processing and reviewing applications for small business certifications.
  • Scheduling and performing site visits related to approval of small business certifications and L/SLBE program compliance.
  • Assisting with outreach for the unit including maintaining the inventory of outreach supplies scheduling and hosting events formatting forecasting documents and other outreach materials and giving presentations about the L/SLBE program and the benefits of certification.
  • Organizing files in our online system B2G so they are easy to find and complete with all required documents. Asking questions and requesting documents of small business owners to complete their application and prepare for staff review.
  • Pulling data for reports evaluating the small business certification area of L/SBLE legislation crafting reports that can help direct outreach efforts and ensuring businesses are registered with the correct NAICS codes.
  • Assisting in creating educational tools and databases for small businesses.
  • Performing other related duties as assigned.

Minimum Requirements for Application

Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable.

Education:

  • A bachelors degree from an accredited college or university in engineering public administration sociology or a related field.
OR
  • Associates degree in business administration or sociology and an additional two years of related work experience.
Experience:
  • One year of experience in contract compliance manpower planning personnel or a related field.

License or Certificate /Other requirements
  • Possession of a valid California Drivers license.
Desirable Qualifications:
  • Political acumen and the ability to make diverse partners pleased with an outcome.
  • Administrative experience as this role requires a high degree of organization.
  • Experience and understanding of the challenges small business owners face.

Supplemental Information

The Recruitment Process:

Exempt Limited Duration Employee (ELDE): This is an at-will position exempt from the provisions of the City of Oakland Civil Service Rules (per Charter Section 902f). Exempt Limited Duration positions may not exceed a period of one year.

  • Dental-The City of Oakland pays for Delta Dental full premium for employees and eligible dependents
  • Vision- The City of Oakland pays for VSP full premium for employees and eligible dependents
  • Sick leave- Employees accrue 12 days per year
  • Deferred Compensation- 457 (b) pre-tax plan and an after-tax ROTH 401 (k) plan
