General Position SummaryPerforms specialized personal property clerical secretarial and audit functions of substantial variety and complexity. Involves mailing receiving and processing all Confidential Personal Property Returns maintaining the business personal property tax roll solving problems and serving the public while conducting the business of the Assessors Office.Essential FunctionsThe following may not be all inclusive and other duties may be assigned. Mails and receives Confidential Personal Property Returns to all qualifying businesses on file in our data bank. Maintains confidentiality processes returns and determines values of business personal property by using annual state cost factor and depreciation schedule publications purchase prices and market data. Assesses statutory penalties. Discovers and locates new businesses not in our data bank through sources such as business licenses business directories phone directories building permits forest permits newspapers and field audits. Adds qualifying new businesses in our data bank and opens a file.Maintains and updates computer and manual records of qualifying new and existing businesses owning personal property within Klamath County.Categorizes and compares types and classes of businesses to determine probability of accurate and complete reporting and develops a list of those businesses for which reported personal property appears to be out of balance compared to other like-kind businesses.Conducts field audits of those businesses for which reported personal property appears to be out of balance compared to other like-kind businesses. Performs a wide range of clerical and secretarial duties of substantial complexity to assist in maintaining the assessment roll. Includes researching correcting errors and solving problems. Represents the county at BOPTA appeals hearings concerning personal property returns and values. Has primary responsibility for assisting the public in person on the phone and by letter concerning business personal property assessment laws and procedures. Has primary responsibility for assisting business owners in person on the phone and by letter concerning their Confidential Personal Property Return always being careful to maintain confidentiality. Has general responsibility to assist the public by providing information relative to general property assessment location ownership valuation exemptions tax deferral programs etc. as needed and assigned by supervisor. Performs highly complex data entry information proofing and computer recall personal property. Composes and prepares letters news releases and property notices. Prepares calculates and balances journal vouchers. Posts Assessors records to process and update ownership addresses and values on the tax roll. Will be the team leader if and when receiving assigned help in entering personal property data from PP returns; may in turn be assigned to assist with real property appraisal data entry as needed. Explains the general workings of the Assessors office including the Oregon Property Assessment and Taxation methods not limited to Oregon Revised Statutes and/or State Measures. Assists the public by providing information relative to location ownership valuation exemptions tax deferral programs etc. as needed and assigned by Supervisor. Reads maps deeds and/or legals as needed. Performs the office deposits using the County Finance Software program. Accepts payments in cash or check form from the public for maps copies computer printouts PDFs etc. and issues receipts for payments as requested. Operates microfilming and microfiche equipment to check deeds or appraiser cards.Supervisory ResponsibilitiesThis position has no supervisory responsibilities.QualificationsTo perform this job successfully an individual must be able to perform each essential duty satisfactorily. Some working knowledge of deeds contracts and other pertinent legal documents used in an Assessors Office. Proficiency using the Thomson Reuters System is preferred.Knowledge Skills & AbilitiesLanguage Skills Ability to read and interpret documents such as safety rules operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.Mathematical Skills Ability to add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals. Ability to compute rate ratio and percent and to draw and interpret bar graphs.Reasoning Ability Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Full or partial absence during any scheduled shift arriving late or leaving early for whatever reason may result in disciplinary action up to and including termination of employment.
