Job Summary

The Revenue Development & Management Division functions as the Airports leasing and property management department for all non-aviation related tenants including concessionaires that offer Retail Food & Beverage or Services located on or near the SFO campus. Under general direction the Airport Property Specialist I performs a variety of functions related to the activities and contractual agreements related to the tenants.

You are excited about this opportunity because you will:

  1. Manage Concession tenant activities and properties including airport terminals rental car facilities fast charging stations and off-airport leases such as the Centralized Receiving and Distribution Center in conjunction and coordination with other airport departments.
  2. Draft and administer proposals of use bid packages leases permits and other documents relative to concession opportunity sites: negotiate with prospective tenants in the development of bidding guidelines for the awarding of concession contracts adhering to Commission guidelines and standards in order to maximize potential income and minimize costly alterations to ensure that property is used for activities which conform with codes policy and developmental strategy; prepare drafts for form and content before submission to management and the Airports General Counsel; coordinate closely with legal counsel and other staff as appropriate in matters of lease preparation and litigation; prepares Commission packages for management review and approval.
  3. Manage and administer active agreements: for compliance with Airport policies procedures and lease terms; inspects properties on a regular basis to ensure compliance with lease terms Airport and life/safety practices; prepares and monitors maintenance work requests; contact tenants regarding timely and correct payments and resolving delinquent payments; monitors tenant improvement programs for new and existing tenancies including design review; manages transition of possession of leased premises.
  4. Prepare contracts reports letters billing system entries and other documentation as required.
  5. Maintains and foster landlord-tenant relationship: as primary contact with tenants maintain regular communication with tenants; assist tenants through suggestions in merchandising facility development and solve operational or day-to-day issues.
  6. Identify/promote the highest and best use of airport properties for spaces to maximize airport revenue.
  7. Perform other functions outlined in the 9206 Airport Property Specialist 

Nature of Work: The normal work period is Monday through Friday however you will be required to report to work during emergency situations including weekends evenings and holidays to facilitate airport emergency support operations.


Qualifications :

Minimum Qualifications

1)Education: Possession of a baccalaureate degree from an accredited college or university

AND

2)Experience: Two (2) years of experience in the areas appropriate to the assigned position. These areas may include but are not limited to: market research; evaluation of economic feasibility of leases; the management and leasing of: commercial properties retail properties passenger services and advertising food and beverage concessions airport/aviation industry tenants air passenger support services airline operations or air cargo operations.

Note: Residential property management experience is not qualifying.

Education Substitution: Additional qualifying full time work experience (2000 hours equal one year) as described above may substitute for up to two (2) years of the required education. One (1) year of work experience equal 30 semester units or 45 quarter units.

Note: One-year full-time employment is equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40-hour work week.)  Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Excellent oral and written communication skills.
  • Experience in management of airport concessions airline or aviation support services operations and contracts.
  • Understands complex lease terms and financial analyses.
  • Proactive and relationship-driven with a strong focus on building and maintaining positive relationships with tenants business partners and key stakeholders.

Selection Procedures:

After application submission candidates deemed qualified must complete all subsequent steps to advance in this selection process which includes the following:

Training & Experience Supplemental Questionnaire Evaluation (Weight: 30%)
Qualified candidates will be sent a Training & Experience Supplemental Questionnaire designed to measure the knowledge skills and/or abilities in job-related areas required for the position which may include but are not limited to: knowledge of sound real estate practices knowledge of airline procedures knowledge of retail concession management retail food and beverage operations retail marketing knowledge of commercial or industrial property leasing knowledge of marketing and sales strategies and other applicable KSAs. All relevant experience education and/or training must be on the application in order to be reviewed in the rating process. 

Behavioral Consistency Supplemental Questionnaire Evaluation (Weight: 70%)

Qualified candidates will be sent a Behavioral Consistency Supplemental Questionnaire designed to measure the knowledge skills and/or abilities in job-related areas required for the position which may include but are not limited to the statements listed in the prior paragraph.

Failure to complete these steps by the established deadlines will result in disqualification. All applicants responses to the Training & Experience and Behavioral Consistency Supplemental Questionnaires are subject to verification.

A passing score on both the Training & Experience Supplemental Questionnaire and Behavioral Consistency Supplemental Questionnaire must be achieved in order to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score. The department may utilize additional selection procedures to make a final hiring decision.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check including FBI fingerprints and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1 every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance

This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1 every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access a requirement for this position may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations Title 19 Part 122 Sections 181 or 189.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established so applicants can view the ranks final scores and number of eligible candidates. Applicant information including names of applicants on the eligible list shall not be made public unless required by law. However an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals) as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of six (6) months and may be extended with the approval of the Human Resources Director.

Certification:

The certification rule for the eligible list resulting from this examination will be Rule of the List.
