Position Overview

This position is responsible for supervising and coordinating the activities both in-house and consultant leading to the preparation of studies and plans for implementation of the District Improvement Program. The incumbent directs the preparation of studies and plans in accordance with departmental policies procedures and sound engineering practice.

Essential Functions

  • Assures implementation of the districts Annual and Multi-Year Program through effective scheduling and monitoring of the completion and approval of studies and plans.
  • Synthesizes engineering sociological and environmental factors influencing the design of transportation systems.
  • Reviews studies and plans prepared in-house and by consultants for proper design applications of policies and procedures.
  • Trains directs motivates and evaluates subordinate staff to develop and maintain an effective staff.
  • Arranges and conducts public hearings and informational meetings to elicit public involvement in studies.
  • Coordinates the presentation of studies to the Federal Highway Administration (FHWA) at district bi-monthly Coordination Meetings.
  • Ensures subordinate staff performs duties in accordance with department rules regulations practices policies and procedures.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Five years of experience in civil engineering.

Preferred Qualifications

  • Knowledge of modern methods and techniques as applied to the design construction and maintenance of highways.
  • Ability to supervise the design of highways streets and structures and the preparation of complete engineering plans and specifications.
  • Good organizational leadership and self-motivational skills.
  • Ability to develop and maintain cooperative relationships with departmental staff.
  • Strong oral and written communication skills.

Conditions of Employment

  • Valid drivers license.
  • Districtwide travel.
  • Successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during State employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
