JOB TITLE: GIS Analyst

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Analysis Performance and Planning Division (APP) is responsible for providing evidence and analytical services for WFP.
The Emergency Coordination and Geospatial Service in the GIS and Remote Sensing unit (GRS) is continuously gathering data and updating georeferenced information to ensure that WFP is ready to create detailed cartography as well as spatial analyses of the areas of interest in order to support humanitarian emergency response operations.
The APP division provides strategic and normative guidance technical support and capacity building to field offices and Regional Bureaus (RBs) to other HQ units as well as inter-agency coordination. The Geospatial services to Emergency Coordination in WFP is crucial to visualize and analyse emergencies using the most innovative geospatial technologies and tools and provide useful insights on how natural and anthropic hazards might affect WFP operations.
The GRS unit is the Data Owner in WFP of the Master Location Data and is hence responsible of the creation of reference layers of locations and administrative boundaries that are meant to be used as a global location reference for WFP systems.
The GIS Analyst will support this effort by editing geographic information on Administrative Boundaries settlements data and WFP points of interests. He will also run geocoding techniques to assign geographic coordinates to information in WFPs corporate systems that are currently missing it and assist on the technical side of location information management mechanisms in WFP such as the Location Resolution tool or others.
He will report to the Emergency Coordination and Geospatial Services lead.
ACCOUNTABILITIES/RESPONSIBILITIES:
Improve global datasets with administrative boundaries at different levels and locationsdata;
Liaise with country offices and regional bureaux to ensure that the most update versionof this datasets is integrated into the global datasets;
Run geocoding techniques to assign geographic coordinates to information in WFPscorporate systems that are currently missing this component;
Explore use of spatial analysis to use geospatial data made available by the GeoEnablerproject to support WFP operations;
Support other data editing workflow and analysis of satellite imagery;
Support TEC with the development of the Location Resolution Tool and reflect dataneeds into the master location dataset;
Create an automatic procedure to integrate new administrative boundaries and locationsinto the global layers created for the GeoEnabler project and update layers by countrylinear layers and excel exports to be shared with other divisions;
Perform other related duties when required.
DELIVERABLES AT THE END OF THE CONTRACT:
A database containing global layers of locations and administrative boundaries isavailable and constantly updated;
WFPs corporate systems can easily access this database and contribute with updates;
Updates of administrative boundaries and locations are automatically processed andintegrated into internal workflow of the team;
Data stored in corporate systems can be easily mapped;
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Bachelors or higher degree in Geographic Information Systems or equivalent;
Experience:
Minimum of 3 years of increasingly relevant professional experience in GIS and remote sensing;
Knowledge & Skills:
Advanced experience with ArcGIS Desktop;
Extensive knowledge of the ESRI suite especially of data editing tools;
Courtesy tact and ability to work with people of different national andcultural backgrounds;
Ability to communicate clearly and concisely both orally and in writing;
Languages:
Proficiency in English
