III. MINIMUM QUALIFICATIONS
A. Education Experience and Training
1. Bachelors degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Business Administration Computer Science Management Information Systems or a related field preferred. Each year of experience as described below in excess of the required years of data processing information technology or management information systems may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
2. Five years full-time wage-earning information technology project or process management experience and five years full-time wage-earning data processing information technology or management information systems experience or five years full-time wage-earning general project or process management experience and six years full-time wage-earning data processing information technology or management information systems experience.
3. Three years full-time wage-earning experience in the supervision of employees.
4. Experience with the Systems Development Life Cycle (SDLC) methodology preferred.
5. Governmental program experience preferred.
6. Certification as a Project Management Professional (PMP) from the Project Management Institute (PMI) preferred.
7. Certification in ITIL Version 3 Foundation preferred.
* Ability to maintain the security and integrity of critical infrastructure as it is defined by the state.
B. Knowledge and Skills
1. Knowledge of project management theories and practices.
2. Knowledge of local state and federal laws rules regulations and statutes relevant to the administration of projects.
3. Knowledge of current information systems technologies practices and procedures.
4. Knowledge of all phases of the software development life cycle methodology including planning designing developing and testing.
5. Knowledge of agency and departmental organizational structure policies procedures rules and regulations preferred.
6. Skill to communicate ideas and instructions clearly and concisely.
7. Skill to coordinate with other staff departments officials agencies organizations and the public.
8. Skill in administrative problem-solving techniques and critical decision-making processes.

11. Skill to develop and evaluate administrative policies and procedures.
12. Skill to evaluate new technical developments.
13. Skill to determine resource requirements and to coordinate planning and budgeting.
14. Skill to monitor program budgets contracts and service agreements.
15. Skill in the use of project management computer software.
16. Skill to analyze complex information and develop plans to address identified issues.
17. Skill in public speaking.
18. Skill to plan assign and supervise the work of others.

Performs advanced project management work. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; communicating with project stakeholders management and other relevant parties; and planning assigning and supervising the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
II. ESSENTIAL FUNCTIONS
A. Oversees program activities for the Project Management Office; directs develops and evaluates projects using accepted project management methodologies; ensures the Systems Development Life Cycle (SDLC) methodology is used in implementing cost effective technology solutions; and creates documentation procedures to capture and deal with changes in original project plans.
B. Develops criteria for evaluating programs proposals and other pertinent information regarding project assignments; identifies potential project risks and difficulties and designs strategies to mitigate and avoid them; and monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of project contracts and specifications.
C. Develops project budgets schedules work plans resource requirements and cost estimates and projections; and monitors and manages project cost to ensure project completion within budget.
D. Coordinates project activities with other state agencies governmental jurisdictions organizations and private sector partners and contractors; and develops and implements plans to communicate and explain project methodology and processes to interested groups and team members.
E. Develops all business process flows including the definition of supporting metrics and tools; defines organizational performance metrics; develops and maintains partnerships with cross business unit and cross-functional teams to identify leverage and cascade best practices; and implements services based on the Information Technology Infrastructure Library (ITIL) framework and concepts.
F. Plans assigns and supervises the work of others; and provides technical guidance on project management.
