DescriptionPosition Summary:
The Procurement and GSC Leadership role is responsible for managing procurement subcontracting and global supply chain activities across international projects. The position ensures that acquisitions of goods and services are executed in accordance with U.S. government (USG) and other applicable regulations and maintains streamlined purchasing processes that support program implementation.
The role requires extensive knowledge of procurement subcontract administration and international commercial procurement practices. It provides expertise and consultation to stakeholders develops implementation plans evaluates compliance mitigates risks and supports the commercial procurement capability for programs. The position applies strategic thinking and develops innovative solutions to address procurement and supply chain challenges. It may also supervise or coordinate a geographically dispersed team of procurement professionals ensuring consistent compliant and effective operations across global programs.
Major Responsibilities:
1. Strategic Procurement & Supply Chain Leadership
Lead or contribute to the organizations global procurement capability ensuring the supply chain can withstand disruptions due to delays conflicts natural disasters or sanctions.
Plan and implement strategies for sourcing logistics and vendor management to support organizational goals.
Contribute to the strategic leadership of the organizations global supply chain capability including supply chain resilience cost optimization and mission success.
Identify opportunities to optimize costs reduce waste obtain best value and use resources efficiently across programs.
2. Procurement Planning Guidance & Compliance Support
Work with program and technical teams to plan procurement activities providing training and guidance on compliance and best practices.
Serve as an internal resource on procurement policy interpretation; provide proactive solutions-oriented advice to internal customers program counterparts and funders.
Support continuous improvement of procurement policies tools templates and procedures.
Provide high-quality timely support to internal and external customers and partners.
3. Procurement Execution & Contract Administration
Lead or oversee end-to-end procurement processes for a variety of procurements in compliance with USG regulations (e.g. FAR 2 CFR 200) and organizational policies.
Draft solicitations (RFIs RFQs RFPs) manage competitive bidding and conduct cost/price analysis.
Review scopes of work specifications and evaluation criteria to ensure clarity fairness and compliance.
Draft negotiate and manage subcontracts purchase orders consultant agreements and other contractual instruments.
Ensure flow-down of funder terms and conditions and conduct due diligence on prospective vendors.
4. Logistics Delivery & Supply Chain Operations
Manage or coordinate delivery of goods to program recipients including transportation/logistics oversight customs clearance and warehousing through acceptance.
Maintain knowledge of international import and export regulations and best practices.
Ensure procurement and logistics activities are executed with integrity quality and adherence to business objectives.
5. Market Intelligence Supplier & Vendor Management
Conduct market assessments supplier prequalification and benchmarking to inform sourcing decisions.
Develop and maintain strong relationships with key suppliers logistics providers and service vendors to ensure value quality and reliability.
Establish framework agreements and preferred vendor lists to streamline purchasing across programs.
6. Team Leadership & Capacity Building
Supervise or coordinate a geographically dispersed team of procurement professionals.
Lead regular coordination to ensure alignment consistency of tools and practices knowledge sharing and continuous improvement.
Train and mentor members of the procurement team.
7. Systems Data & Reporting
Work with IT and program teams to improve procurement systems (e.g. ERP eProcurement).
Define and utilize KPIs to measure procurement efficiency cost savings compliance and supplier performance.
Prepare reports on procurement activities and progress against key performance indicators.

Qualifications / Skills and Knowledge Requirements:
Bachelors Degree in Business Administration International Development or related field.
Minimum of 812 years of progressive experience in procurement acquisition subcontract administration or global supply chain operations preferably with an international NGO or USG contractor/supplier.
Strong understanding of applicable USG regulations and compliance standards (2 CFR 200 FAR).
Demonstrated experience managing international procurements and complex supply chain operations including import/export operations.
Experience with humanitarian global health or technology procurement or supply chain a plus.
Solutions-oriented; strong critical thinking analysis planning and problem-solving skills.
Experience working in high-risk or conflict zones.
Effective communication skills including experience working with international partners in challenging geographic areas and across organizations.
Strong negotiation skills with demonstrated successes.
Demonstrated ability to work independently and adapt quickly to new challenges.
High level of organization and attention to detail.
Digital and data skills; proficiency with Microsoft Office Suite and ERP/eProcurement systems (Deltek Costpoint preferred).
Willingness and ability to travel domestically or internationally
