Job Summary

The Deputy Director of Infrastructure Maintenance Quality Management is responsible for establishing new and interpreting existing department policies and procedures creating/revising civil/track/power/signal infrastructure standards and quality management to ensure the Authoritys organizational compliance with all relevant Authority state and federal policies (FTA FRA DPU) procedures guidelines and regulations related to safety reliability and other mission-critical functions in all divisions to support Engineering and Maintenance (E&M) Department.

The Deputy Director will manage a team of quality professionals who perform quality assurance (QA) audits to ensure the Engineering & Maintenance quality control (QC) activities involved in the maintenance of bus and rail infrastructure stations and facilities are functioning to the policies and standards of the MBTAs Quality Management System policy and external FTA Oversight. Additionally the Deputy Director is responsible for establishing and interpreting department policies and procedures creating/revising infrastructure maintenance standards and ensuring the Authoritys organizational compliance with all relevant MBTA state and federal policies (FTA FRA DPU) guidelines and regulations to support the Engineering & Maintenance Department.

Duties & Responsibilities

  • Liaise with all departments within Engineering & Maintenance such as Transit Facilities Maintenance Power Division Signal Division and Maintenance of Way.
  • Utilize strong leadership skills to manage the Infrastructure Division of the Four E&M departments.
  • Support the overall goals priorities and strategic initiatives for all Engineering & Maintenance QA/QC.
  • Support assigned QA/QC Infrastructure related engineering activities for planning design and construction work involving multiple consultants and contractors.
  • Develop and maintain QA/QC technical requirements and criteria related to Infrastructure design including but not limited to design criteria standard specifications and drawings. Review and assess requests that may deviate from established QA/QC standards.
  • Collaborate closely with Construction Operations and Maintenance to continuously validate and improve requirements based on current industry best practices.
  • Establish goals priorities and strategic initiatives for the delivery of QA/QC infrastructure maintenance requirements.
  • Lead the development of metrics and other analytical tools to measure the performance of the Infrastructure Quality Assurance program.
  • Ensure the Infrastructure QA/QC processes policies and practices are interpreted and applied consistently and effectively; ensure accountability and compliance with all current MBTA policies and procedures rules and regulations.
  • Provide QA/QC Infrastructure related engineering support to Project Managers throughout the planning design and construction phase of capital projects. Support includes but is not limited to design reviews construction submittal reviews response to requests for information preparation of field clarifications field inspection etc.
  • Provide QA/QC support to the department on matters as directed and requested; serves as staff on a variety of committees; prepare and present reports presentations and other necessary correspondence.
  • Read interpret and make recommendations based upon technical documents drawings blueprints maintenance manuals specifications schematics and other sample tests.
  • Report on the performance of Quality Assurance Standards to MBTA senior managers and other stakeholders.
  • Maintain a continuous improvement mindset identifies opportunities to improve operational support and reduce operation cost (e.g. Standardization Proactive Preventive Maintenance vs. Reactive Preventive Maintenance).
  • Perform analyses including Root Cause Analysis Pareto Analysis Mean Time to Repair and Mean Time Between Service Affecting Failures.
  • Assist in the Authoritys response to extraordinary situations including emergencies derailments accidents serious service delays severe weather to ensure safety and securement of riders employees and MBTA assets.
  • Respond or report to work as directed by supervisory personnel for emergencies extreme weather conditions or any other abnormal conditions that impair service or the safety of service twenty-four (24) hours per day seven (7) days per week.
  • Uphold the rights and interest of a workforce by ensuring the fair and consistent application and strict adherence to the rules regulations collective bargaining agreements (if applicable) and policies of the Authority including the EEO Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies.
  • Perform other related duties and projects as assigned.

Supervision

  • Supervises a team of engineers.

Minimum Requirements & Qualifications

  • Bachelors degree from an accredited Institution in Civil Structural Mechanical Electrical or Industrial Engineering or a related field.
  • Five (5) years of experience performing professional engineering work in design estimating construction and contract administration or QA/QC.
  • Two (2) years of leadership supervisory and/or people management and/or enterprise-wide project/program management in design estimating construction and contract administration or QA/QC.
  • Knowledge of operations services and activities of an engineering and construction program.
  • Professional knowledge of industry engineering principles and practices related to facility resiliency maintenance and rehabilitation.
  • Knowledge of recent developments current literature and sources of information related to QA/QC innovations and trends in facility engineering design and development.
  • Principles and practices of technical writing.
  • Ability to apply project management techniques and principles defining detailed project scope and control scope as a means of achieving overall project objectives.
  • Knowledge and facility with personal computer software programs affecting assigned work and in compiling and preparing QA/QC standards and reports.
  • Ability to interpret and administer policies and procedures sufficient to administer discuss resolve and explain to staff and other MBTA departments.
  • Experience in transportation maintenance operations familiarity with OSHA FTA FRA and Massachusetts regulations (or similar Federal and State regulations).
  • Outstanding communication skills and the ability to clearly communicate highly complex technical issues analysis and recommendations to staff and leadership.
  • Engineering consulting services and methods including reports studies cost estimates plans and specifications.
  • Knowledge of Federal State and local laws codes and regulations.
  • Knowledge of modern office procedures methods and equipment including computers and computer applications such as word processing spreadsheets and computerized statistical databases.
  • Effective organizational analytical quantitative technical writing multi-tasking and time management skills.
  • Proficient with the use of MS Office PowerPoint and Graphic applications.
  • Demonstrated ability to communicate and present effectively to a diverse group of stakeholders and customers.
  • Establishing and maintaining effective working relationships with other department staff management vendors outside agencies community groups and the general public.
  • Possession of a valid drivers license without infractions in accordance with MBTA policy.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelors degree requirement.
  • An associate degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the bachelors degree requirement.
  • A masters degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.

Preferred Experience and Skills

  • Masters degree from an accredited institution in Civil Structural Mechanical Engineering Business Administration or a related field.
  • Massachusetts Professional Engineering (PE) license (or the ability to become registered in Massachusetts) or American Society for Quality Certification (CQA CQE).
  • Ten (10) years of engineering experience in the following industries: Transportation signals & communications capital asset management facilities management and power or a related industry.
  • Extensive experience in project management technical design inspection rating schemes such as NBIS and rehabilitation experience on transit infrastructure projects or related Engineering Procurement and Construction industries.
  • Experience managing and reviewing structural geotechnical schema and related engineering services.
  • Experience in Quality Management System in varies industries Lean Six Sigma and continuous improvement.
  • Strong problem-solving skills for incident investigation. Perform Inspections and evaluate the state of condition for capital assets.
  • Knowledge of Trapeze or Maximum or similar database for work order process and generating report of assets management inspection and PM need.
  • Experience in Quality and Reliability Management Assets integrity management risk mitigation management.
