About the Position

Were seeking a dynamic people-focused leader to serve as our Environmental Enforcement this role you will oversee a team of six enforcement specialists and help protect environmental quality and public health in Maricopa County.

This position requires strong organizational skills and exceptional attention to detail to ensure accurate application of environmental codes consistent enforcement practices and well-maintained documentation. Youll support a collaborative solutions-oriented team while keeping processes efficient and compliant.

We Require

  • Bachelors degree in environmental health microbiology entomology chemistry food science or related field with 30 semester hours of natural physical or applied science coursework (as specified on the Arizona Department of Health Services (ADHS) website)

  • Four years of increasingly responsible professional experience in environmental program management environmental planning environmental compliance or a directly related field

Other Requirements

  • Must have or have the ability to obtain a valid Arizona Drivers license upon hire

  • Registered Sanitarian in good standing with the Arizona Department of Health Services upon hire

  • Experience in mediation and dispute/conflict resolution

  • Experience in court processes and procedures including legal documentation writing reports and preparing correspondence

  • Experience with interpreting and enforcing the Maricopa County Environmental Health Code Arizona Administrative Code Arizona Revised Statutes or any other relevant criminal justice experience.

Job Contributions

  • Supervises a team of Environmental Enforcement Specialists providing support with field activities and processing enforcement actions. Manages daily operations of staff which includes complaint investigations related to alleged public health nuisances and other special issues. Ensures that appropriate resources including staffing and equipment levels are sufficient for program operations.

  • Reviews staffs enforcement actions including civil and criminal cases for violations of the Environmental Health Code. Analyzes inspection documentation before determining and/or implementing enforcement case prosecution pursuant to county state and/or federal regulations in conjunction with business owners the public and varied government agencies. Assures compliance with all relevant environmental regulations. Provides expert knowledge on inspection operational and enforcement methods.

  • Ensures enforcement program performance measures are being met by developing necessary reports. Manages and submits all mandated reports to management and applicable external agencies per delegation agreements.

  • Establishes sound performance management practices with staff including regular check-ins coaching mentoring and progressive discipline.

  • Manages complex and high-profile projects assignments and research.

  • Coordinates and facilitates meetings with the Deputy County Attorney compliance staff and the regulated community. Prepares referral documents for review and approval by the Deputy County Attorney. Assists the Deputy County Attorney in the preparation of cases arising from the departments jurisdiction. Provides testimony in legal/court proceedings. Attends meetings with Deputy County Attorney compliance staff and the regulated community. Advises and educates the public and industry about environmental issues regulations safety policy and compliance. Prepares Department staff for testimony in administrative hearings and court actions.

  • Meets with other Department programs and other County programs to review open enforcement cases to work towards gaining compliance. Works with program staff to monitor open legal action requests create consistency and provide assistance as required.

  • Communicates interprets and keeps current on changes in environmental regulations and legislation. Serves as a representative to federal state regional and local municipalities and groups to coordinate environmental activities.

  • Meets with industry/community representatives to discuss problems and develop solutions to issues of mutual concern. Advises and educates department management and the public on environmental issues regulations safety policies and compliance matters.

Working Conditions

  • Work will occur in an office and field environment

  • While performing the duties & responsibilities of the job the employee may be exposed to loud noise noxious odors unsanitary conditions chemicals electricity moving mechanical parts varying weather conditions and other related conditions and situations

  • Position is subject to atmospheric conditions: Fumes odors dust mists gases or poor ventilation

  • Exerting 20-25 lbs. occasionally 10-25 lbs. frequently or up to 10 lbs. constantly

  • Protective equipment required: steel-toe shoes for field work

  • Hybrid schedule after the training period based on business needs
