Transport Scotland is looking for an experienced applicant to fill a key A9 Dualling Project Delivery Team Leader role in our Major Projects Directorate. This is an exciting and challenging engineering management position on a Scottish Government flagship Programme that will directly contribute to delivery of the Scottish Governments priorities and make a real difference to the lives of people living in Scotland now and in the future.

Transport Scotlands Major Projects Directorate is responsible for the design assessment promotion procurement and construction of major transport infrastructure projects. These include the current Scottish Motorway and Trunk Road Programme (including the A9 Dualling Perth to Inverness A83 Rest and Be Thankful and A96 Improvements). We also have new projects emerging from the second Strategic Transport Projects Review (STPR2). The Directorate also leads and advises on procurement and contract management matters for Transport Scotland.

The post will be within the A9 Dualling Team the Programme for which is progressing at pace with construction contracts underway to dual the sections between Tomatin and Moy and between Tay Crossing and Ballinluig. Procurement for the A9 Dualling: Pitlochry to Killiecrankie is also currently underway. We are also delivering a wide range of advance works packages to help de-risk our programme. It is an exciting time for the team as we deliver on the Scottish Governments A9 Dualling Delivery plan to complete the A9 Dualling between Perth and Inverness by 2035.


Pending further recruitment the post holder will initially report to the C3 Head of A9 Dualling Delivery. As Team Leader you will have direct management of a team of engineers and advisors which will vary commensurate with the delivery programme. The teams are also supported by governance and communications staff together with a specialist administration team.

Whilst this post is for a role within the A9 Dualling Delivery Team mentioned above flexibility may be required to work across the Directorate as priorities and projects dictate.

Transport Professional Pay Supplement

This post attracts a 5000 pay supplement (pro rata). Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.

Responsibilities
  • Procuring certain works services and supplies contracts with responsibility for managing the various stages of the procurement process from the development of the procurement strategy to contract award alongside contract implementation and management in line with relevant Public Procurement Legislation.
  • Leading and developing teams (both internally and externally) to ensure objectives are delivered that they effectively administer monitor report and advise on the procurement and construction elements of the projects within the programme ensuring robust governance procedures. This will also include preparation of Business Cases participation in Gateway Reviews or equivalent and progressing projects through Transport Scotlands internal approvals process. You will also attend monthly project progress meetings quarterly progress reviews as well as ad-hoc meetings.
  • Oversee the work of major works and service contractors as well as those providing advice on matters such as due diligence contract changes claims and negotiation and if necessary dispute resolution procedures.
  • Manage project finances to ensure capital spend is delivered to allocated budgets and represents best value.
  • Develop and maintain close links with a wide range of internal and external stakeholders including a range of business areas in Transport Scotland and the Scottish Government alongside liaison with Ministers and senior management.
  • Promote sustainability throughout the preparation and delivery of the major projects and services.
  • Prepare briefings and deal with correspondence relating to projects within the portfolio and brief senior staff and Ministers; attending engagements and deputising where necessary.


Responsibilities
Qualifications

A suitable degree in Civil Engineering or equivalent and be a chartered member of an appropriate professional body and registered with the Engineering Council. Please ensure you confirm you hold these qualifications in your CV or Personal Statement.

Experience

1. Financial Commercial and Risk Management skills with an ability to deliver to budget on significant infrastructure projects or programmes.
2. Experience leading multidisciplinary engineering teams on significant infrastructure projects or programmes.
3. Significant experience in roads and transport infrastructure schemes in at least two of the following:
road / bridge design
procurement
construction
contract management using NEC Contracts

Working Pattern

Our standard hours are 35 hours per week. We offer a range of flexible and hybrid working options depending on the needs of the role. If you have specific questions about the role you are applying for please contact us.

You will require to be office based twice per week.
