Job Duties

The Virginia Department of Forensic Science is currently in construction of a new state-of-the-art facility in Hanover County. Once completed this Facility will house staff from the Central Laboratory Division of Technical Services Directors Office Administrative Offices and the Office of the Medical Examiner currently located in Richmond. The move to the new facility is anticipated for the First Quarter of 2026.

The Department of Forensic Science (DFS) is seeking a highly skilled motivated and detail-oriented Grants Administrator to join the Finance team. This position plays a pivotal role in ensuring that DFS maximizes available grant funding opportunities while maintaining full compliance with all applicable state and federal laws and regulations. The Grants Administrator will be responsible for managing the full lifecycle of grants including identifying funding opportunities preparing applications overseeing implementation and ensuring accurate and timely addition to grant management duties this position will provide support to the Financial Management Services (FMS) Section as assigned contributing to the overall fiscal and operational efficiency of the agency. Occasional overnight travel is required and the employee must provide their own transportation as required.

Minimum Qualifications

Proven experience managing all phases of grants administration including identifying solicitating developing and submitting federal and state grant applications ensuring regulatory compliance and preparing tracking and monitoring grant budgets
Experience in preparing and submitting financial and progress reports including the detailed tracking of grant funding distribution and utilization
Experience creating organizing and maintaining records in compliance with grant and record retention requirements
Working knowledge of the state and federal laws regulations and polices related to grants including compliance reporting requirements
Demonstrated proficiency with Microsoft Office 365 applications including Word Excel SharePoint Teams PowerPoint and Outlook
Excellent written and verbal communication skills with the ability to establish and maintain effective working relationships with internal staff at all levels and external stakeholders
Strong organizational skills with the ability to manage multiple deadlines and maintain accurate documentation
Ability to interpret and apply policies procedures and guidelines and to research and analyze information to support decision-making
Ability to define lead and improve work processes independently and collaboratively

Additional Considerations

Knowledge of state policies for vendor and employee payments as outlined in the Commonwealth Accounting Policies and Procedures (CAPP) Manual
Experience developing and delivering presentations and training on grant-related or administrative topics to internal and external audiences
General familiarity with and knowledge of a broad range of state policies in areas of administration and finance
Proficiency with Cardinal Financials (FIN) the Commonwealths Accounting System
