The Department
The Parks and Recreation Department oversees Parks Programs REACH Senior Services Contract Classes Media and Communications Special Events Transportation and the Pico Rivera Golf Course.

The amenities provided by the Parks and Recreation Department are enjoyed by thousands of people every year. The amenities include 100 acres of parks and open spaces swimming pool athletic fields walking paths Senior Center and batting cages.

The Position
This position will fill four Recreation Leader IV positions with one assigned to each divisionyouth sports teen programs senior services and administrative support for the Main Recreation Office. These positions assist the Recreation Supervisor and management staff with the day-to-day operations of their respective divisions.

City Hall is open Monday through Thursday 7:00 AM - 5:30 PM. The schedule for this position will be any combination of days between Monday through Sunday beginning at 7:00 AM - 10:00 PM (schedule may change based on the needs of the department). This position may also be required to work non-traditional shift/hours including Friday through Sunday nights early mornings holidays special events and various evening and weekend dates.

Essential Duties

The ideal candidate will have the ability to perform the following essential tasks and duties:

  • Leadership role in planning of city-wide Special Events that may include: Development of event staff schedules and event logistical maps entertainment bookings equipment rental prepare General Service Agreements and oversight of event budget.
  • Leadership role during city wide Special Events. Direct oversight of hourly and full time Staff vendors entertainment contractors and volunteers.
  • Oversee and coordinate Facility Reservations which includes: Rental inputting management of rental calendar prepare rental invoices and permits staff rental schedules and facility usage reports.
  • Assist with oversight of Contract Classes and Contract Instructors that may include: Program entry in MyRec software manage program calendar direct oversight of programs and contract instructors.
  • Development of Facility Staff Schedules lead and direct hourly Recreation Staff Public Works Staff contract instructors and volunteers.
  • Assist with onboarding and training of new hires that may include: hands on training of MyRec software and facility procedures. Development and review of training materials such as presentations and handouts.
  • Establish maintain and foster positive and harmonious working relationships with peers (including peers in other city departments) the public participant parents contractors instructors vendors and community organizations.
  • Assist senior staff with written reports press releases budget oversight and special projects.
  • Interpret explain and enforce departmental policies enforce safety rules and provide quality customer service.
  • Assist with oversight of Community Sports Organizations (CSO) and other user groups including scheduling and overseeing of field reservations.
  • Ensure safe and orderly environment for program staff and patrons during program operation.
  • Respond to participant parents and general public with concerns about programs and services.
  • Plan organize and oversee recreation activities ensuring proper use and care of City equipment and facilities.
  • Prepare and manage weekly and monthly schedules for recreation activities including assignment of duties.
  • Maintain an accurate inventory of program supplies and equipment; assist supervisors with special projects and related duties as assigned.
  • Support budget preparation and track program expenditures revenues and participation for recreation activities and contract classes.
  • Coordinate with community organizations and professional groups to promote and expand participation in City recreation programs and special events.
  • Perform related duties as assigned.

Qualifications

Additionally candidates:

  • Must be at least 18 years of age.
  • Must be available to work varied shifts; including evenings early mornings weekends holidays and special events.
  • Must be able to lift up to 50 lbs.
  • Must be able to understand community values traditions hierarchy structures and roles.
  • Must be able to use communication as a management tool supporting the departments mission and strategic plan.
  • Must be able to motivate assigned staff to become leaders and agents of change.
  • Must be proficient in use of MyRec software and Microsoft Office.
  • Must display a commitment to the recreation profession.
  • Must be flexible to assist in all department program areas.
  • Ability to speak Spanish is desired.
Experience and Education:
  • Applicants must submit a copy of their high school diploma or G.E.D. equivalent with application materials.
  • Two (2) years college course work in recreation or a related field is desired.
  • Minimum of three (3) years of recreation experience and working with the public.

Note: Three (3) years of experience refers to full-time work; part-time work is considered on a prorated basis (To ensure full credit for work experience indicate number of hours worked per week.)

PHYSICAL MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:
The position requires sitting standing walking on level and slippery surfaces reaching twisting turning kneeling bending stooping squatting crouching grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift carry and push tools equipment and supplies weighing 50 pounds or more is also required. Acute hearing is also required in providing customer service to public and/or assistance in facility classroom or outdoors. Will also be working in outdoor area and may be exposed to loud noises and extreme weather conditions.

Licenses and Certifications

  • Must possess and maintain a valid California Class C Drivers License throughout the course of employment. City employees are registered with the Department of Motor Vehicles Employee Pull Notice Program.
  • Proof of car insurance (to be eligible for mileage reimbursement).
  • Within 30 days of hire candidates must obtain and maintain throughout the course of employment certification in Infant/Child/Adult CPR Automatic External Defibrillator (AED) and Community First Aid and Safety from a nationally accredited organization such as the American Heart Association (AHA) the American Red Cross (ARC) and the Health and Safety Institute (HSI). (Online certifications will be accepted; skills test / hands-on training must be completed after online portion).
A Veterans Credit of 10 points may be applied once a candidate has qualified for the eligibility list. Applicants must submit proof of service/honorable discharge in accordance with the City of Pico Riveras Rules and Regulations along with application materials prior to the filing date. Proof must be submitted with the application materials to be eligible for veterans credit. Veterans who wish to utilize this credit must have served on a full-time basis (not reserve or auxiliary) in the armed forces for a minimum of six months (180 days).

TESTING:
Candidates who pass all qualifying phases (minimum qualification review written and/or oral examination) will advance to the hiring department who will have access to a pool of candidates to initiate the selection process.
