Membership of the Audit and Risk Committee of the National College of Art and Design Governing Board

The College has an established Audit and Risk Committee (ARC) a subcommittee of An Bord to support the Governing Authority in discharging its responsibilities concerning risk management internal control and governance. The ARC operates under a Terms of Reference developed in accordance with the Code of Practice for the Governance of State Bodies.

The primary role of the ARC is to provide an independent and objective appraisal structure within NCAD to assess and evaluate the adequacy and effectiveness of the Colleges systems for risk management governance internal controls and financial reporting. Full details of its remit are set out in the NCAD Audit and Risk Committee Terms of Reference.

As part of its ongoing commitment to the highest standards of public sector governance NCAD is seeking to appoint an external subject-matter expert to the ARC with recent relevant expertise who will be a member of the ARC.

Appointments to the Audit and Risk Committee of the National College of Art and Design (NCAD)

Location of Meetings: 100 Thomas Street Dublin 8 Ireland and remote meetings.

Remuneration: None

Travel and Subsistence/expenses are paid in accordance with approved public sector rates and in line with NCADs expense policy for external members of the Governing Body.

Time Requirements: The Audit and Risk Committee convenes four to six meetings per annum of approximately 2.5 hours in duration. Preparation time required in advanceof meetings is approximately 2 hours.

Members are required to devote as much time to duties of the Committee as is necessary for the proper and efficient discharge of their duties.

Composition of Committee

The Committee consists of three members of the An Bord and one subject expert who is appointed externally to the An Bord. Please note that the subject expert may at the request of An Bord become Chairperson of ARC

Up to 3 non-executive directors

At least one externally appointed subject expert

Director of College

Secretary/Head of Corporate Services

Finance Officer

Person Specification

NCAD now invites applications from suitably qualified candidates for consideration for appointments to the Audit and Risk Committee of the National College of Art and Design (NCAD).

Essential

Candidates must demonstrate in their application evidence at an appropriately senior level in two or more of the following areas:

Audit and Financial Expertise

o Previous experience in audit and/or financial management.

o Professional qualification (e.g. ACA ACCA CIMA) or equivalent.

o Experience of financial oversight within complex organisations.

o Experience in a complex business environment.

Risk and Governance Knowledge

o Demonstrated experience in risk management frameworks and practices.

o Understanding of corporate governance requirements for public bodies.

o Familiarity with the public sector accountability framework including procurement compliance and internal controls.

One Committee vacancy is available at this time but we intend to create a panel of suitable candidates from which to draw should vacancies arise in the future.
