Job Summary

Summary

TheHuman Resources Systems Analytics and Operations Team within the Department of Human Resources (DHR) seeks an innovative driven and customer-focused professional to serve as the Recruitment Module Administrator (Functional Analyst III).

This position will work closely with DHRs Operational Leadership NEOGOV Application Supervisor Business Systems Lead King County Information Technology and key business partners to support the creation of a workplan to modernize and standardize Recruitment module workflows to support Human Resource (HR) community. This role will also serve as the subject matter expert (SME) translating system configurations and functionality to support troubleshoot and provide technical assistance for NEOGOVs Recruitment module.

This position will report to the NEOGOV HR Applications Supervisor and work closely with DHR Operational leadership the DHR Talent team and our partners in King County Information Technology.

Job Duties: In order to be considered minimally qualified you must demonstrate knowledge skill and ability to:

  • Provide support to the NEOGOV Recruitment modules (Insight and the Online Hiring Center OHC) and overall platform in collaboration with HR Operations team and business partners ensuring functionality and accessibility.
  • Collaborate with the NEOGOV HR Application Supervisor to review and optimize system configuration make recommendations and implement updates for optimal functionality user experience and process efficiency.
  • Manage recruitment module-related projects including planning execution monitoring and reporting.
  • Identify and prioritize gaps and needs to meet business requirements recommend solutions to increase alignment with established priorities and initiatives to ensure HR system support of organizational strategic goals.
  • Perform incident investigation and escalation to ensure minimal disruption troubleshoot issues with NEOGOV and/or systems and software that interact with NEOGOV.
  • With guidance from the NEOGOV HR Application Supervisor develop and improve processes procedures and/or policy recommendations and workplans.
  • Update documentation user manuals and instructions in multiple media formats to enhance user accessibility and understanding.
  • Contribute to delivering technical training and programs to support enterprise alignment ensuring the effective utilization of HR systems.
  • Document standard work and processes to maintain consistency and ensure efficiency in system operations.
  • Participate in regular audits to maintain system standards and security role alignment to enhance data integrity and access control.
  • Use digital ticketing solution to troubleshoot document and resolve system issues and challenges that require a greater level of system access and technical acumen.
  • Develop and support queries reports dashboards and metrics in support of system auditing decision making and data integration with other HR data sources fostering data-driven practices.

We are looking for candidates who have:

  • Experience with enterprise resource planning (ERP) systems human resource information systems applicant tracking systems.The county uses PeopleSoft and NEOGOV.
  • Customer service-oriented and skill working effectively and cooperatively with individuals from diverse backgrounds.
  • Knowledge in the application of complex functional analysis automated systems testing procedures data analysis design and troubleshooting applications.
  • Knowledge of business improvement process methodologies.
  • Self-starter who can lead and participate as a member of a self-directed work team and collaborate with team members.
  • Knowledge of human resources practices processes and procedures throughout the employee life cycle.
  • Familiarity with public records; ability to identify and handle confidential and personally identifiable information (PII).
  • Knowledge of general training and development practices and standards sufficient to support working with human resource professionals with varying degrees of technology proficiency.
  • Skill in communication and persuasion sufficient to conduct technical training manage communications in support of implementation efforts and present to audiences with varying levels of expertise.
  • Strong auditing risk assessment and compliance skills.
  • Forward thinker who identifies methods for system efficiencies and work solutions.
  • Knowledge and understanding of organizational business systems and practices business systems integration and design workflow analysis and process re-engineering.
  • Ability to write system documentation create data dictionaries and understand technical specifications.

Desired Qualifications

  • Experience with NEOGOV Insight Onboard Perform eForms and Learn modules.
  • Experience with PeopleSoft or other Enterprise Resource Planning (ERP) software.
  • Experience as a liaison between technology and human resource professionals.
  • Knowledge of King County HR policies practices and procedures.
  • Experience in a unionized and political work environment.
  • Experience with Microsoft 365.

REMOTE WORK REQUIREMENT:

The HR & Analytics team currently works in a hybrid model with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center 201 S. Jackson Seattle Washington 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection oftools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the departments hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
