Main Purpose of Job
This position reports directly to the Contributions Deputy Director for the Division ofUnemployment Insurance (DUI). The main purpose of this position is to manage businessoperations related to employers contributing to the Unemployment Insurance Trust Fund. Thisposition ensures efficient resource management and quality customer service within the AccountMaintenance Section which is comprised of four units: Employer Status; Employer and TaxAssistance; Experience Rate; and Benefit Charge Correspondence.
POSITION DUTIES
Provide leadership and management for the day-to-day operations of the units within the Account MaintenanceSection of the Contributions Division. Applying UI Management Model standards to comply with USDOLperformance measures and Maryland state law and attain Agency goals.
Account Maintenance:
Responsible for account activation Entity Change Account Inactivation Account status update Processing/UploadingPower of Attorney Review Tax Rates for New Accounts and new successor accounts Review/Process/CancelPotentially Fictitious accounts Process Professional Employer Organization accounts. Assist other units as needed.
Review Determination Unit:
Make determinations on employer protests- liability (with expertise from Account Maintenance) annual tax rate andbenefits charged. Handle review/adjustment of contributory tax rates or potential tax rate for a reimbursable employerconsidering changing to a contributory employer. Attend Appeal Hearings as deemed necessary as a state Annual Tax Rates. Assist other units as needed.
Employer Call Center 1:
Answer inbound calls. Assist employers/tax preparers/TPA/consumer with BEACON activation/navigation Review forapproval/denial of penalty and interest ($3500.00 or less) waivers.
Employer Call Center 2:
Make outbound calls to collect UI debt proactively assist the employer to fully resolve the account review forapproval/denial of penalty and interest waivers. Assist other units as needed.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelors Degree from an accredited college or university or a combination ofmilitary and/or educational experience functionally equivalent to a Bachelors Degree.
Experience: Six years of experience in an administrative or professional work capacity. Two years of thisexperience must have involved one or more of the following: the supervision of other employees overseeingand coordinating the general operations of a unit developing and providing training for staff.

Prior Managerial call center and/or unemployment insurance experience.
DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of Maryland and Federal Unemployment Insurance law policies and/or procedures.
Experience preparing management reports.
Experience preparing program and performance reports.
SPECIAL REQUIREMENTS
All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
