Our client a leading international manufacturer of composite pipe systems used across water oil & gas industrial and marine sectors is currently seeking a qualified and experienced Quality Manager to strengthen its technical capabilities to support ongoing and upcoming projects in Oman. The ideal candidate must have a strong expertise in composite piping oil & gas quality systems oil & gas OCTG and internationally recognized Quality standards and procedures.
JOB PURPOSE
Responsible for leading the business unit Quality Control function to ensure compliance with customer legal Companys and international quality standards. Accountable for developing and implementing QC strategies rolled out by the Vice President - Quality leading teams managing audits ensuring product compliance and driving continuous improvement initiatives to enhance product quality and customer satisfaction within the business unit.
KEY ACCOUNTABILITIES
Compliance of Product to Quality Standards
Ensures that all manufacturing procedures and applicable standards are always adhered to and that only approved Raw Materials are used to ensure acceptable product quality.
Ensures that all manufacturing procedures including testing & calibration and applicable standards are always adhered to during the manufacturing process to ensure high quality of product.
Carries out product failure investigation and root cause analysis to avoid recurrence.
Direction of Subordinates
Ensure the resource requirements of the QC Department are met for the smooth performance of the department.
Organizes and supervises the activities and work of a team of subordinates to ensure that all work within a specific area of QC activity is carried out in an efficient and procedurally compliant manner.
Ensures that all QC Engineers QC Supervisors Lab Technicians and QC Inspectors are trained and motivated to perform their roles to the levels of excellence set to realize quality products.
Release of finished products for delivery
Ensures that the process quality control activities comply with internal and client specification requirements to comply with the required control and performance standards.
Ensure that manufactured or trading goods items are inspected/tested and released to ensure compliance with quality standards before delivery.
Non-conforming product control and its communication
Ensure that nonconforming manufactured items are properly highlighted to the responsible departments in a way that corrective action is immediately initiated at all levels to ensure compliance and to minimize the loss.
Ensure that nonconforming purchased materials and products are properly highlighted and communicated to the purchase department to ensure proper communication with the supplier is initiated to ensure that no loss occurs to the company.
Quality Assurance Procedure updates QC documentation and traceability
Checks and approves the Quality Assurance Procedures related to the Quality Control department specifically prepared for the business unit with a focus on continual improvement compliance with international standards/codes and local legislative requirements as applicable.
Ensures that all the Quality Control Procedures are up to date and implemented.
Maintains full traceability records of all raw materials and finished goods to ensure compliance with the companys quality standards and requirements and ensures that these records are easily retrievable.
Reviews and analyses the monthly reports such as Fiberstrong Pipe and RM databases GRE Pipe Dashboard report and QC Monthly report and submits them to the Group Quality team.
Customer complaint
Ensure all external & internal product failure or quality complaints are properly reported investigated root causes identified and corrective actions agreed and implemented with necessary parties within the plant.
Quality Objectives
Work with plant management to deliver the business Quality KPIs.
Project Specific Documentations
Checks and approves all projects related to Quality Control Procedures ITPs and Material Pre-Qualification Test Plans.
Ensure that the project specific Manufacturing Record Books are compiled reviewed and submitted to the project department on time.
Plant/Project Product Qualifications
Ensure that all the necessary Plant/Project related product qualification tests are conducted and reported in line with the requirements.
Support the QC Engineer to perform the product qualification tests.
Cost Control
Monitor the financial performance of the QC section against budgets so that areas of unsatisfactory performance are identified and rectified promptly and potential performance improvement opportunities are capitalized upon.
Leadership
Ensures the effective achievement of QC departmental objectives through the leadership of the QC section setting individual objectives managing performance developing and motivating staff providing formal and informal feedback and appraisal to maximize subordinate performance and the performance of the section.
Internal and External Audits
Participates in the internal and external audits in relation to QC department activities.
Ensure that the non-conformity reports are closed out with appropriate corrective actions to prevent recurrence.
Training programs & individual assessment
Ensures that training programs are generated for QC staff and ensures that individual assessments are regularly undertaken and documented to ensure compliance with requirements and to provide a platform for continuous improvement of the QMS.
Safety Quality & Environment
Ensure that all relevant safety quality and environmental procedures instructions and controls are adhered to so that the safety of employees quality of products/services and environmental compliance can be guaranteed.

The job holder has the authority to raise a non-conformity against any operation that is deemed not to comply with Companys Know-how and may adversely affect the product quality.
Freedom is given to prioritize jobs based on operational need in consultation with the Geo-Market Managers.
Authorized to issue NCRs in case of product and manufacturing process non-compliances and ask for corrective actions.
The jobholder has the authority to reject raw material in-process items and finished products that do not meet the Companys/Clients quality standards.
The jobholder has the authority to put end products on hold until approved repairs or rework are done.
Freedom given to define standard work instructions/procedures for all QC related activities but these require approval by the Vice President - Quality.
The jobholder has input into the selection of external sub-contractors in the form of a technical appraisal but does not participate in the negotiation of commercial terms and conditions.
QUALIFICATIONS EXPERIENCE & SKILLS
Qualifications & Experience
Bachelors degree in Engineering (Mechanical Chemical Industrial Civil or Manufacturing).
Minimum 10 years of quality management experience in manufacturing.
Certification in ISO 9001 ISO 14001 OHSAS 18001 / ISO 45001 (Lead/Internal Auditor).
Proven leadership in QC/QMS functions.
Preferred Experience
Certified API Q1 practitioner with strong knowledge of API 15 HR & API 15 LR.
Experience in fiberglass / GRE/GRP products and processes.
Exposure to international quality audits and customer interactions.
Six Sigma / Lean training (optional but adds value).
Job-Specific Skills
Ability to influence quality behaviors at all levels within an organization and drive changes.
Ability to read and interpret engineering drawings and technical specifications.
Ability to undertake detailed Inspections.
Practical understanding of Quality Management Systems (ISO 9001 ISO 14001 ISO 45001) and related international standards.
