Description
Acts in the overall daily operation of the Residential Services Community Residence (CR) and RITE Program including but not limited to timesheets RQ and vouchers time off requests reports daily report offs and scheduling. Responsible for complete accurate and confidential resident files. Assure compliance with all Medicaid requirements including billing per Part 593 of the Official Compilations of Codes rules and regulations of the State of New York. Provides support to employees through 24 hr. on-call responsibilities one (1) week; approximately every six (6) weeks. Dedicates 50% of work schedule interacting with residents directly. Applies ALL rules and regulations in the daily operation of the Residence and the RITE Program while demonstrating and implementing the Vision Value and Mission of Arbor Housing and Development.
Requirements
Education/Qualifications:
- Associate degree plus one (1) year experience working with the mentally ill/substance addicted populations preferred.
- High School Diploma/GED plus two (2) years working with the mentally ill/substance addicted populations.
- One (1) year supervisor experience in a mental health / substance abuse position.
- Working knowledge of Medicaid billable services; OMH regulations.
- Ability to effectively provide leadership in collaboration with Program Supervisor to employees.
- Must satisfy and maintain all background clearance as prescribed by the NYS Justice Center State Central Register OCFS (424-a) and Office of Medicaid Inspector General (OMIG).
- Valid drivers license acceptable driving record.
Key Job Functions:
- In the absence of the Program Supervisor will assume supervisor responsibilities of the community residence including employees and residents.
- Shares responsibility with the Programs Supervisor to ensure that the residence is fully staffed and all shifts are adequately covered. Provides support to employees through 24 hr. on-call responsibilities one (1) week; approximately every six (6) weeks.
- Required to provide on-site or virtual supervision to 24/7 residential setting in an effort to ensure residential assistant staff are provided with in the moment responses support and guidance.
- Assist in the recruitment and retention of quality employees.
- Assist in the training of all employees.
- Supports necessary employee disciplinary action and development.
- Together with the Program Supervisor it provides direct supervision of over 8 to 11 employees e.g. OMH regulations AHDs policy and procedures NYS Code of Conduct.
- Acts in the best interest of residents and advocates for residents with service providers including but not limited to physicians dentists social workers mental health professionals substance abuse workers and law enforcement.
- Assures resident financial support is current and correct including rep payee accounts.
- Safeguards resident rights ensures resident rights are protected.
- Arrange appropriate resident transportation when necessary.
- Collects and presents statistical data effectively.

- Identifies and resolves resident issues promptly.
- Assists employee in planning activities and groups for residents.
- Ensures HIPPA compliance regulations and standards.
Arbor Housing and Development Expectations:
- Assumes a role model posture demonstrating Arbor Housing and Developments Standard of Report to work on time and work your scheduled shift except in cases of emergency.
- In case of an emergency contact your immediate supervisor and/or on call designee for guidance.
- Provides support to employees through 24 hr. on-call responsibilities one (1) week; approximately every six (6) weeks.
- Required to provide on-site or virtual supervision to 24/7 residential setting in an effort to ensure residential assistant staff are provided with in the moment responses support and guidance.
- Effectively discharge the key job functions of your job in accordance with OMH Residential rules and regulations and AHD Code of Conduct.
