Minimum Job Requirements
- Bachelors Degree in Accounting Business Administration Health Services Administration related field (OR) 6 years of related progressive research experience
- 7-10 years of experience in pre & post-award sponsored programs administration
- 7-10 years of experience working in healthcare or academic medical center
- More than 10 years of any appropriate combination of relevant education and/or work experience will be considered
Knowledge Skills and Abilities
- Related work experience in either hospital or provider billing preferred.
- Develops and makes recommendations for appropriate policies procedures and practices to ensure compliance with sponsor and project financial and administrative management requirements for the functional area/team.
- Knowledge of business and management principles.
- Ability to direct manage implement and evaluate department operations.
- Ability to establish department goals and objectives that support the strategic plan.
- Ability to effectively plan delegate and supervise the work of others.
- Ability to lead motivate develop and train others.
- Demonstrated experience in pre-award & post-award clinical trial activities.
- Knowledgeable regarding issues of research compliance billing invoicing and collections.
- Knowledgeable of federal agency practices regulations and policies as well as the clinical trials industry.
- Ability to work effectively collaboratively and diplomatically with investigators program leaders and offices of senior-level administration including finance compliance procurement and other NCHS administrators.
- Excellent interpersonal and organizational skills with a willingness to engage with various stakeholders.
- Understanding federal regulations and agency guidelines for grants management and sponsored research including CMS HRSA NIH NSF and DoD. Some familiarity with Florida State grants is desirable.
- Review study protocols and coverage analyses to determine billable services.
- Evidence of ability to manage budgets effectively.
- Ensure compliance with Medicare Coverage Analysis (MCA) billing grids Medicare Medicare Managed Care and other payer guidelines when processing technical and professional charges.
- Investigate billing errors by reviewing patient enrollment scheduling coding and registration to identify root causes prevent recurrence and apply necessary corrections to patient or research study accounts.
- Capability of producing creative and innovative solutions and approaches to common problems.
- Ability to provide leadership with insights on billing trends and opportunities for process improvement.
- Highly developed written and verbal skills.
- Experienced with database management tools and protocol submission and tracking software.
- Experienced in reading and interpreting award documents to track and meet post-award deadlines and reporting requirements (including but not limited to invoices and programmatic reports).
Job Summary
Serves as the Manager and subject matter expert for the Office of Sponsored Programs (OSP) & Clinical Trials who works closely with leadership and institutional stakeholders to grow and maintain the sponsored programs and clinical trial industry portfolio at Nicklaus Childrens Health System (NCHS). Responsible for the oversight of all pre & post-award functions including but not limited to identification of funding opportunities proposal and budget development support proposal submission industry sponsor budget and contracts negotiations MCA development stakeholder education and training related to sponsored programs and clinical trial activity as well as post-award functions. Accountable for project management collection invoicing reconciliation and strategic initiatives related to sponsored programs/clinical trial. Works across multiple disciplines including Research Quality Improvement Finance and other stakeholders to assure organizational compliance in areas such as human subjects biosafety sponsored expenditures and financial/billing compliance.
Job Specific Duties
- Serves as the lead subject matter expert and first point of escalation for the Office of Sponsored Programs/Clinical Trials.
- People management responsibilities include providing training onboarding fostering a positive work environment and implementing engagement and retention initiatives.
- Provides comprehensive pre/post-award services for OSP/Clinical Trials at NCHS including proposal development submission & tracking as well as reviewing awards/tracking & complying with post-award deadlines.
- Assures internal approvals for resources facilities etc. are completed before proposal submission.
- Supports the development and execution of sub-awards or subcontracts as well as Clinical trials Sponsor budget/agreement.
- Serves as the primary point of contact between NCHS and external funding/Sponsor/CRO agencies.
- Collaborates with investigators program leaders & service lines to develop/submit proposals develop budgets & assure compliance with funding agency guidelines NCHS policies & applicable law.
- Works with investigators program leaders and service lines to meet programmatic progress reporting requirements.
- Provides review and on-time submission of proposals to assure accuracy and compliance with program announcements NCHS policies and federal regulations.
- Prepares monthly variance reports for program management and development.
- Performs internal billing audits and collaborate on external audits.
- Responds to inquiries and provides direct assistance to investigators program leaders and departments across the organization.
- Designs and implements a comprehensive education program on sponsored program development execution and compliance.
- Oversees the OSP central mailboxes including document management distribution of notifications to applicable parties etc.
- Maintains and updates clinical trials policies and procedures as needed to ensure compliance with applicable regulations.
